Motion was seconded by Commissioner <br />Solomon. Motion carried unanimously by voice vote <br />5-0. <br />I. Resolution 08-1930 -Joint Participation Agreement Between the City of Casselberry <br />and the Florida Department of Transportation for Landscaping on U.S. Highway 17- <br />92 <br />"A RESOLUTION OF THE CITY OF CAS SELBERRY, FLORIDA, AUTHORIZING THE <br />EXECUTION OF A JOINT PARTICIPATION AGREEMENT WITH THE FLORIDA <br />DEPARTMENT OF TRANSPORTATION; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Introduction: Resolution 08-1930 provides for approval of a Joint Participation Agreement with the Florida <br />Department of Transportation (FDOT) for compensation to the City for proposed landscape improvements <br />to three (3) vacant properties along U.S. Highway 17-92 from Pine Street to Piney Ridge Road. <br />Budget Impact: This is a reimbursable project, therefore, all costs must initially be paid by the City. The <br />Public Works Department recommends that the project be funded from the Tree Replacement Fund. Upon <br />reimbursement from FDOT, a deposit can be made into the Tree Replacement Fund to replenish this account. <br />A budget amendment will be submitted separately afer the start of the new fiscal year when the work has <br />been completed and the reimbursement received. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Resolution <br />08-1830. <br />Discussion: Commissioner Doemer inquired as to what the proposed landscape improvements would be to <br />the three vacant properties. Mr. Ed Tones, Public Works Director, stated the landscaping layout designed <br />by the Public Works Department includes live oak trees, knock -out roses and viburnum hedges, with small <br />mulch pathways to create a landscaped environment along the vacant properties that will remain vacant for <br />many years due to the delay of the flyover project. Commissioner Doemer voiced concerns about the intent <br />of the landscaping and felt the it will create a mini -park public space along U.S. Highway 17-92 in which <br />people will congregate. The City Manager clarified that there will be no seating in the landscaped area, and <br />the intent is to remove the unsightly concrete from the vacant properties in the same area that the City is <br />trying to redevelop. <br />MOTION: Commissioner Miller moved to approve Resolution 08- <br />1930 as presented. Motion was seconded by Mayor <br />Goff. Motion carried 4 -1 (Commissioner Doerner <br />dissenting) by voice vote. <br />
