<br />CASSELBERRY CITY COMMISSION <br />Minutel of JUDe 23, 2008 ~ Regular Meeting <br />Page 7 of 17 <br /> <br />TCEA Large Scale Amendment Package is being reviewed by the DCA. <br /> <br />Budget Impact: This item does not impact the budget. <br /> <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Resolution 08-1890. <br /> <br />Public Hearing: The following individuals came forward and addressed Resolution 08-1890: <br /> <br />1) Mr. John Zacco, 601 Queens Mirror Circle, inquired if Resolution 08-1890 was related <br />to the Seminola Boulevard Small Area Study. Mayor Goff indicated Resolution 08-1890 <br />was not associated with the Seminola Boulevard Small Area Study. <br /> <br />2) John Casselberry, 700 South Lost Lake Lane, voiced concerns and inquired if the <br />purpose ofthe TCEA was to defer developer impact fees. It was explained that a developer <br />would still be required to do a traffic improvement study and tying the new development to <br />different alternative types of improvements. <br /> <br />No one else came forward. Mayor Goff closed the public hearing relative to Resolution 08-1890. <br /> <br />MOTION: Commissioner MiUer moved to approve Resolution 08- <br />1890 as presented. Motion was seconded by Vice <br />Mayor Hufford. <br /> <br />DISCUSSION: Commissioner Miller, Commissioner Solomon, Vice Mayor Hufford and <br />Mayor Goffspoke in favor of Resolution 08-1890. Commissioner Doerner <br />voiced concerns regarding higher development intensities (Floor Area <br />Ratio) and densities (Dwelling Units per Acre). <br /> <br />Motion carried 4 - 1 (Commissioner Doerner <br />dissenting) by voice vote. <br /> <br />B. First Reading of Ordinance 08-1240 - Comprehensive Plan Amendments "TCEA" <br />and "Maim Thoroughfare Mixed-Use" (LPA 08-06) <br /> <br />The City Clerk read Ordinance 08-1240 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE <br />CITY OF CASSELBERRY COMPREHENSIVE PLAN, BY AMENDING THE FUTURE <br />LAND USE ELEMENT AND THE TRAFFIC CIRCULATION ELEMENT TO <br />ESTABLISH A "TRANSPORTATION CONCURRENCY EXCEPTION AREA (TCEA)" <br />WITHIN A DESIGNATED AREA OF THE CITY LOCATED IN THE CITY OF <br />CASSELBERRY'S COMMUNITY REDEVELOPMENT DISTRICT, GENERALLY <br />DESCRIBED AS "A TOOL TO ENABLE REDEVELOPMENT AND INFILL BY <br />
