Resolution 08-1890 - Transportation Concurrencv Exception Area (TCEA) Studv <br />(LPA 08-04) <br /> <br />The City Clerk read Resolution 08-1890 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND ACCEPTING THE CONTENTS OF THE DOCUMENT <br />ENTITLED, "CITY OF CASSELBERRY TRANSPORTATION CONCURRENCY <br />EXCEPTION AREA DATA & ANALYSIS AND PROPOSED AMENDMENTS" AND <br />AUTHORIZING THE AFFECTED CITY DEPARTMENTS TO TAKE APPROPRIATE <br />ACTIONS TO IMPLEMENT THE RECOMMENDATIONS OF THE STUDY; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br /> <br />Notice of Public Hearing: Notice of Public Hearing for Resolution 08-1890 was published in the Orlando <br />Sentinel on June 12,2008. <br /> <br />Staff Presentation: Mr. Gerald Paradise, Community Development Director, stated that in order to enable <br />the City to pursue redevelopment within the Community Redevelopment District (CRD), the Community <br />Development Department, through the assistance of Kim ley-Horn Consultants, conducted a study funded by <br />the Community Redevelopment Agency to assist the City in obtaining a Transportation Concurrency <br />Exception Area (TCEA) designation from the Department of Community Affairs for the Community <br />RedevelopmentDistrict. Mr. Tykus Holloway of Kim ley-Horn Consultants, gave a PowerPoint presentation <br />on the TCEA study. The Planning & Zoning Commission, acting as the Local Planning Agency (LPA), <br />reviewed and unanimously approved LP A 08-04 at their May 28, 2008 meeting and provided a favorable <br />recommendation to the City Commission. With the approval of the TCEA Study, the Community <br />Development Department will provide a Large Scale Amendment package to the Department of Community <br />Affairs (DCA) requesting to: <br /> <br />Amend portions of the Comprehensive Plan to incorporate the TCEA (LP A 08-06) <br />Amend the Future Land Use Element and the Traffic Circulation Element ofthe Comprehensive Plan <br />to create a new higher density and intensity mixed use future land use category called "Major <br />Thoroughfare Mixed-Use" (LPA 08-06) <br />Create the TCEA Overlay District (LP A 08-07) on the Future Land Use Map <br />Amend the future land use designation of the Future Land Use Map for the properties within the <br />Concord Center site from "Commercial" to "Major Thoroughfare Mixed-Use" and on the City <br />Center site from "High Intensity Non-Residential" to "Major Thoroughfare Mixed-Use" (LPA 08- <br />08) <br /> <br />Two new zoning categories will soon be developed by staff for the new future land use designation. These <br />will address mid-rise and high-rise development. The Official Zoning Map and the Unified Land <br />Development Regulations will also be amended to reflect the new zoning categories that will be comparable <br />to the Major Thoroughfare Mixed Use future land use map designation.
