CASSELBERRY CITY COMMISSION
Minute. of July 28,2008 - Regular Meeting
Page 4 of14

4) Mr. Richard Henderson, 127 Mark David Boulevard, voiced code enforcement concerns
regarding 20 Cobblestone Court. Mr. Henderson stated he did not want to take people's
property rights away and regulate what color a house could be painted or what type of
shrubs could be planted, but felt regulations regarding overgrown and unkept backyards
needed to be addressed in the City Code for inhabited and vacant homes.

5) Ms. Melissa White, 30 Old Barn Way, voiced code enforcement concerns regarding 20
Cobblestone Court, stating the property was overgrown, had two dead trees and was creating
a snake and rat problem on her property. Ms. White further stated that overgrowth from the
subject property was constantly encroaching her property and they have reported the subject
property to Code Enforcement several times.

6) Mr. Barry Dangler, 401 Kentia Road, stated his property backs up to 460 Lilac Road and
he has not seen the rats that Mr. Huck spoke about, but has only seen fruit rats because many
people have fruit trees in their yards, and yellow rat snakes, for which he is grateful for
because they go after the fruit rats. Mr. Dangler commented that snakes and fruit rats are
part of Florida living. Mr. Dangler voiced code enforcement concerns about his
neighborhood in general and specifically about 410 Kentia Road, which he stated he has
been calling Code Enforcement about since February 2008, and has only seen one notice on
the door since that time. Mr. Dangler said the property has a dead tree which could fall into
the road, the front and back yards were overgrown, and has seen transients crawling in and
out of window of the house.

7) Mr. Harley Parkhurst, 228 Secret Way, stated he was a realtor broker who deals with
foreclosed properties. Mr. Parkhurst stated the City needs to take a firm stance with REO
companies that if they are not going to take care of their foreclosed properties, that the City
will maintain them, and place liens on the properties.

8) Mr. Craig Tull, 420 Ranch Trail, reiterated his concerns about the commercial vehicle
ladder rack regulations, selective enforcement ofthe new regulations, and his request made
at the previous meeting that the City Commission show him how the new regulations have
improved property values.

No one else requested to be recognized during Citizen Comments.

8. CONSENT AGENDA

A. Soecial Invoice Reoort

Fisher & Phillips LLP
. City Labor Attorney Services for June 2008
Invoice No. 22751-522313

$ 660.00
