<br />CASSELBERRY CITY COMMISSION <br />Minute. of July 28, 2008 - Regular Meeting <br />PageJof14 <br /> <br />. 7/1/08 - Code Enforcement Officer contacts attorney and learns property is scheduled for foreclosure <br />sale on 7/10/08. <br />7/7/08 - Contractor mowing company scheduled to mow this property. <br />7/1 0/08 - Contractor mowing company arrives and discovers additional trash and debris has recently <br />been dumped on the property, prohibiting mowing. <br />7/14/08 - Resident at 460 Lilac Road that dumped the extra debris on the subject property called to <br />complain that nothing was being done. <br />7/18/08 - Debris was removed and mowing completed. Property in compliance. <br /> <br />Lawn Mowing Lien Discussion <br /> <br />Following the code enforcement presentation, discussion ensued regarding filing oflawn mowing liens, and <br />issues concerning collecting on liens depending on the foreclosure status of a property at the time the lien <br />is filed. The City Attorney stated she couldn't recall if the City's Code stated that lawn mowing liens had <br />super priority status, but if it does not, then the Code should be modified to give that status like code <br />enforcement liens. <br /> <br />7. CITIZENS' COMMENTS <br /> <br />Mayor Goff announced that persons who wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. The following individuals requested to <br />be recognized and came forward: <br /> <br />I) Mr. Robert Huck, 460 Lilac Road, stated he filed the original Code Enforcement <br />complaint about 470 Lilac Road. Mr. Huck gave his recollection of the chain of events that <br />were reported previously by the Police Chief. Mr. Huck stated his roommate, Mr. Folton, <br />cut down debris hanging over the fence and threw it over the fence onto the subject property. <br />Mr. Huck voiced concerns regarding the infestation of rats on his property and in his home <br />because of the overgrown property next door, and submitted copies of invoices for rat <br />extermination services and repair services for damage caused by the rat infestation that he <br />and his roommate have incurred to date. <br /> <br />2) Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns regarding FDOT <br />standardized form documents utilized for right-of-way conveyances that were approved at <br />the last City Commission meeting. Mr. Casselberry also expressed concerns regarding the <br />Sheriff's patrol districts, noting Casselberry is divided between two districts and how that <br />might affect the City's ability to obtain data regarding 911 calls relating to Casselberry. <br /> <br />3) Ms. Carrie Stoddard, 20 Old Barn Way, voiced code enforcement concerns about 20 <br />Cobblestone Court, stating the property was overgrown, had two dead trees and was creating <br />a snake and rat problem on her property. Ms. Stoddard presented pictures of the subject <br />property to the City Commission. <br />
