Community Redevelopment Agency
June 13, 2008

Ms. Charlene Glancy, Casselberry, Florida came forward. Ms. Glancy felt that it was important to have

Design Standards but the standards should not be so restrictive that it prevents businesses from coming to the eity.

She said the design standards guarantee the developer that future projects would adhere to the same standards

which protects the developers' investment.

Ms. Lipscomb said that she received a notice from Florida Department of Transportation (FOOT) that the

state legislature has removed all the funding for landscaping projects from the 2009 budget. She said this impacts

the lots that had been purchased along US Highway 17-92. Ms. Lipscomb said the City had requested funding

assistance from FOOT for redesigning the medians from Piney Ridge to State Road 436 and that funding is no longer

available. Ms. Lipscomb said the City would continue to work with FDOT. In response to Mr. Paradise's question,

Mr. Gisclar said that FDOT is honoring the funding for the landscape project from Piney Ridge to Seminola

Boulevard. Ms. Lipscomb said that the streetscaping project from US Highway 17-92 from State Road 436 to

Seminola Boulevard was funded by Federal Highway money and she believes that this funding is still in place.

Mr. Paradise requested that the Board provide any comments regarding the CRA Plan to Ms. Dixon. He

said staff will compile the comments and prepare a modification to the Plan. Mr. Paradise said a copy of the revised

document would be provided to the CRA Board at the next meeting.

A general discussion ensued regarding pages 14 and 15 of the Glatting Jackson Workshop Summary (a

copy of the summary is on file in the Community Development Department). Mr. Paradise said staff would take into

account the items most important to the CRA and work those items into the CRA plan for the redevelopment of the

Community.

Seventh Item of Business: 2008.2009 Budget and Capital Plan

Mr. Paradise reviewed the proposed 2008/2009 Budget (a copy is on file in the Community Development

Department). Mr. Paradise explained that the repair and maintenance line item has been reduced by $50,000. He

said the funding for the maintenance and upgrade of the Stephen Hooker Cemetery was included in that line item;

however, due to budget cuts that project has been removed from the budget. Mr. Paradise said that the line item for

the fayade grant has been reduced to $5,000. He explained that a budget transfer could be done to increase that

line item in the future if additional funding is needed.
