<br />Community Redevelopment Agency <br />June 13. 2008 <br />Page 3 of 8 <br /> <br />Mr. Jones questioned if the US Highway 17 -92/SR 436 flyover was included in the TCEA study. Jones <br /> <br />stressed the importance of long range planning. Mr. Holloway said the flyover project was included in the TCEA <br /> <br />Study; however, the full impact of the intersection improvement has not been evaluated for the purpose of the study. <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. A general discussion <br /> <br />ensued regarding development, traffic and transportation impact fees. Mr. Casselberry felt that a pedestrian <br /> <br />overpass uses a large amount of land for the flyover ramps and he suggested using a zigzag type of ramp to reduce <br /> <br />the amount of land needed for the ramp. Mr. Casselberry said he would not recommend the pedestrian overpass at <br /> <br />this time. <br /> <br />Mr. Daigle made a motion to recommend approval of the TCEA to the City Commission. Ms. Campbell <br /> <br />seconded the motion. The motion passed unanimously by voice vote. <br /> <br />Fifth Item of Business: Annual Retreat Summary (change in goals and objectives) <br /> <br />Mr. Paradise reviewed the Executive Study that was included in the Glatting Jackson Workshop Summary <br /> <br />(a copy is on file in the Community Development Department). <br /> <br />Sixth Item of Business: CRA Plan Updates <br /> <br />Mr. Paradise distributed and reviewed the Action Plan portion of the Draft CRA Plan Update from RERe (a <br /> <br />copy is attached and made a part of the minutes). Me Paradise explained that there may be a delay in relocating the <br /> <br />mural that is located in the old bank building due to the leasing of the property. Me Paradise said that staff would <br /> <br />provide a recommendation to the CRA Board before September on the expenditure for public art. <br /> <br />Me Paradise said that it appears that eentury Retail is working with the Masonic Lodge to provide them a <br /> <br />new location. A general discussion ensued regarding community policing. <br /> <br />Mr. Paradise continued to review the RERC Action Plan document. Mr. Paradise said staff has discussed <br /> <br />revising the current Design Standards. A general discussion ensued regarding revising the current Design Standards <br /> <br />and adopting the revised Design Standards as a mandatory requirement. <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. Casselberry <br /> <br />commented on the use of bikes for community policing for community events and he suggested the use of motorized <br /> <br />vehicles for neighborhood policing. <br />
