<br />Community Redevelopment Agency <br />June 13, 2008 <br />Page 5 of 8 <br /> <br />Mr. Paradise reviewed the 5 Year Capital Improvement Plan (a copy is on file in the Community <br /> <br />Development Department). A general discussion ensued regarding the Grassy lake Improvement Project. Ms. <br /> <br />Lipscomb explained that Grassy Lake has an extensive plan including a park and stormwater features. Ms. <br /> <br />Lipscomb suggested that staff could make a presentation on the Grassy Lake project at the next CRA meeting. <br /> <br />A general discussion ensued regarding the line item for the new property purchase in the capital <br /> <br />improvements plan, Ms. Lipscomb said this item may need to be revisited after additional information is presented. <br /> <br />It was decided that the 2008/2009 budget would placed on the next CRA agenda. <br /> <br />Eighth Item of Business: Payday Loans <br /> <br />Ms. Sandra Smith, Chief Planner, reviewed staff memo dated May 30, 2008 (a copy is on file in the <br /> <br />Community Development Department). A general discussion ensued regarding the regulation of payday loan/check <br /> <br />cashing establishments. <br /> <br />Commissioner Sandi Solomon said the payday loan establishments charge $100 for a $1,000 check. <br /> <br />Commissioner Solomon said the City is looking for quality development and to improve the City's standards. <br /> <br />Ms. Smith stated that Sanford and Oviedo currently regulate the payday loan establishments. Ms. Smith <br /> <br />explained that Sanford created an Exceptional District for questionable businesses such as tattoo parlors, payday <br /> <br />loans etc. <br /> <br />Mr. Daigle made a motion to prohibit payday loans from the eommunity Redevelopment District (CRD). The <br /> <br />motion failed due to the lack of a second. A lengthy discussion ensued regarding prohibiting payday loan <br /> <br />establishments in the CRD. <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward. Mr. easselberry <br /> <br />asked if there was any distance separation from banks. Ms. Smith said at this time the City has no distance <br /> <br />separation between any banks; however, there is a distance separation in the proposed Code change. <br /> <br />Mr. Casselberry felt that payday loan businesses presented a safety concern due to the large amount of <br /> <br />cash on hand in establishments. A general discussion ensued regarding the business practices of the payday loan <br /> <br />businesses and the number of payday businesses in other jurisdictions. <br />
