There is still the problcm of trying to get this building into compliance.

Charlene Glancy stated this building is a diamond in the rough, and by combining the three propeliies, something the city
was looking at as well. Hank with some investors is looking at that opportunity, definitely thc bcst use of that propeliy as
a whole. Ms. Glancy stated that there have been complaints for three years, but it took up until just now for it to come
beforc the Board as a Code Violation.

Ms. Glancy stated she would love the City ofCasselbelTY to be able to hold on to some historic value, and this would be
an oppOliunity to give Mr. Lander, who she knows is an outstanding citizen, and speaks honestly. Mr. Glancy stated that
hopefully ifhe is able to come to an agreement, it is an opportunity for some investors to possibly get a package deal to
restore a historic spot, that we can make something special for Casselbeny as we redevelop the whole do\vntown core.
Ms. Glancy stated she would suppOli reasonable continuation to allow for some negotiation.

Ms. Glancy continued.

Alvera Annour stated she would like to see this building kept or restored if at all possible. Ms. Arn10ur stated she thought
this was a very interesting idea and thought it would be W0l1h continuing it tor sixty to ninety days.

Mr. \Veekley stated that he had workcd tor a development company for many years, and there are great pcople with
minds like Mr. Lander's that dream, and sometimes you can put the pieces of the puzzle together and make something
happen. Mr. \Veekley stated he has seen more come out of less in the past, but he has also seen a lot of dreams come and
go and never happen. Mr. Weekley stated the truth of the matter is Mr. Rubin owns the property, and ifhe decides his
best bargain is to make a deal with Mr. Lander then great, he would like to see a histOlic building restored.

Mr. \Veeklcy continued.

Mr. \Veekley stated the Board's commitment is with Mr. Rubin, to ask him to make a decision, within a reasonable
amount of time as to what he wants to do with the property. If the owncr wants to tcar it down, sell it to Mr. Lander, or
some other third party it would have nothing to do with the Board.

Mr. Lander stated he understands what was said, but some things take a little more time. While Mr. Rubin may be ready
within the thiliy days to tear it down that could actually happen depending on discussions he would have with the City of
Casselberry. Mr. Lander was asking for sixty days, because he thought he could get his ducks in a row.

Discussion.

Mr. Lander continued.

Mr. Henderson stated the Board really needed to speak to Mr. Rubin.

Mr. Rubin stated he had an agreement with Hank, there is an agreement for him to buy the property, and ifhe wants to
keep the building Mr. Rubin does not care.

Mr. Henderson asked if they had a written agreement.

Mr. Rubin stated the agreement was being finished oft~ but they have an agreement. Mr. Rubin stated it was said Mr.
Lander had a good reputation, and Mr. Rubin believes he does too, so he is not concemed with dotting every I and T.
They have a handshake, they have an agrcement.
