:ITY OF CASSELBERRY
CODE ENFORCEMENT BOARD i\1EETING
JUNE 12,2008 PAGE 5

Mr. Lander and the City ofCasselbelTY, regarding the two pieces to the north and south the property, and to present his
concept would be, both shOIi tenn and long tenn.

Mr. Lander continued.

Mr. Lander stated that he is an active citizen in Cassclberry, both in the Rotary Club of Casselberry, the Casselben-y
Chamber of Commerce, the PTSA, and the soccer dubs, the special events activity Board for Parks and Rccreation, and
puts on the International Folk festival. Mr. Lander wants to see the most attractive project put there.

I'v1r. Lander continued.

Mr. Lander stated that in Mr. Rubin's defense he has not had the propeliy for all that long, and we have all been living
with this property as an eyesore for ten years. Mr. Lander stated it is time to do something, but it does take a little bit of
time to pull things together. The suggestion was to give the owner sixty days, which would really give Mr. Rubin sixty
days to pull things together, betore he actually has to say this is exactly what is going to happen. If that is not done, then
celiainly within those thiliy days Mr. Rubin can find a compctitive contractor to simply demolish the building and
hopefully green over it and make it what it is for howcver many years it takes.

Mr. Lander stated it was not his intention to move the building, history or not. It is not his intent to move it down thc
street or to some other place. On behalf of the citizens Mr. Lander asked that Mr. Rubin be given sixty days of time to be
able to come back with somcthing reasonable thru the City. Then comc back sixty days or two meetings later and say,
this is what we want to see and hear, at that timc put him on a thirty day plan.

Mr. Henderson asked was it Mr. Lander's intent to try to purchasc the building from Mr. Rubin.

Mr. Lander stated yes, purchase the property with the building intact as it is now without him doing any1hing to it, and at
the same time make a purchase from the City of Casselberry.

Mr. Henderson stated thcre is some sort of historical value to the building.

Discussion.

Mr. Henderson stated the building could perhaps be restored and/or use a pOIiion of the building to keep and \vork
around. Mr. Henderson stated Mr. Lander was right in that it does have some historical value and we have been living
with it a long time. Mr. Henderson stated that what he is hearing is Mr. Lander wants to take it, keep it for three to five
years and knock it down any how.

Mr. Lander stated that was one of three different things that the folks he has been working with, because he can't do the
project on his own that they have talked about.

Mr. Lander continued.

Mr. Henderson stated this property is across from what will be our town center, which makes the appearance of that
important. This all depends on the City's property and whether Mr. Lander can get his hands on that. Mr. Henderson
stated this all depends on whether he gets the City propeliy. Mr. Henderson stated he was not sure that could be
accomplished within sixty days, unless the process has already been started.

Ms. Babb-Nutcher stated Mr. Lander is not the owncr; this was interesting but not relevant.
