CEO Lawrence continued. <br /> <br />Mr. Henderson stated that depending on what the Board wants to do, they would look to give them thil1y days to come <br />into compliance. It would be up to them how they want to come into compliance. <br /> <br />Sheldon Rubin, 7] 20 Lions Head Lane, Boca Raton, FL stated he was the owner of the property thru a foreclosure last <br />year. They have applied for an asbestos study, because that has to be done, the results should have been back the other <br />day. Mr. Rubin does not want to give out a contract until he knows what the asbestos is; hc will not sign a contract until <br />he knows what thc whole problem is. He would like to see a remedy, and there are some other thoughts on what to do <br />with the site, Hank Lander may want explain his thoughts on it. <br /> <br />Hank Lander, 445 Surrey Run, CasscIbelTY stated he wanted to speak about this prized possession, this pearl that needs to <br />be shown to the City of Casselbcn-y. With the CRA and work that's being done on ] 7/92, it would be a great thing to get <br />rid of what some might consider blight. Mr. Lander had spoken for some time to the Oliginal owner John Nebel, trying to <br />come to some agreement regarding the purchase of the property. <br /> <br />Mr. Lander continued. <br /> <br />Mr. Lander stated he contacted Mr. Rubin via letter just to see what the plans were. It \vas just about a month ago that <br />Mr. Lander spoke with CEO Lawrence to see if anyone had ever done anything with Code Enforcement. CEO Lawrence <br />stated that just recently we have notified the owner. Mr. Lander stated he would be in a position to do something ditTerent <br />than just tearing the property down. He stated there is value to simply just leveling that and hoping that within the next <br />three, five, or ten years it gets developed as one concise property, it is bordered by two propeliies owner by the City. This <br />is a hard negotiating point again by the development issues over the past few years. <br /> <br />Mr. Lander stated is intention would be to restore thc building into a functional use propel1y for a period of three to five <br />years and thcn once the real estate market comes back would be either to move the building because there is some small <br />historical significance. <br /> <br />Mr. Lander continued. <br /> <br />Mr. Lander stated whether its bulldozed three to five years from now, it is Mr. Lander's intention to get some functional <br />use out of it over the next three to five years. This would either take place thru a rental agreemcnt or purchase agreement <br />thru Mr. Rubin as well as the City of Casselberry. <br /> <br />Mr. Lander continued. <br /> <br />Mr. Lander stated he thought they were in a sixty day period oftime, he asked that the Board be a little liberal on this <br />being that we put up with this building being the mess it's been in for ten years now. Mr. Lander stated that since he was <br />able to get into the building for the first time, he can now bring his construction manager and civil engineer ovcr to the <br />site and do the type of evaluation to see what kind of restoration would need to take place. Mr. Lander asked the Board <br />for leniency for the owner to be able to not start taking down a sign or building or different pmis of it, until they make a <br />couple of proposals.
