Are a proactive planning approach that is the best means of providing for new development and ensuring a high <br />quality of life for the area. <br />3. Will ensure compatibly with the surrounding mix of Seminole County, Winter Spring and City of Casselberry land <br />uses, <br />4. Will improve the economic redevelopment of the area. <br /> <br />Mr. Buchanan asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br /> <br />request. Ms. Lottie Hillard, 1233 Quintuplet Court, Casselberry, Florida came forward. Ms. Hillard questioned the boundaries <br /> <br />included in the study. Ms. Smith explained that the boundary area included the outline of the lakes for notification purposes <br /> <br />only and by including the lakes it ensured that a larger number of adjacent property owners were notified. Ms. Smith <br /> <br />explained that the legal description of each property is incorporated into changes to future land use and zoning and the lake is <br /> <br />defined as part of the property, <br /> <br />In response to Ms. Hillard's question, Ms. Smith said a road would not be added behind the gas station and along the <br /> <br />lake area. Ms. Smith explained that the purpose of the study was to find out what the neighbors wanted in the area and the <br /> <br />recommendations included in the study are based on the neighbors' concern with protection of the lakes. <br /> <br />Mr. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida came forward, Mr. Casselberry questioned <br /> <br />the property owners' notification of the zoning change. Mr. Casselberry was concerned about notification to properties that <br /> <br />might be under contract and felt there could be legal complications. <br /> <br />Mr. John Anderson, 1451 Seminola Boulevard, Casselberry, Florida came forward. Mr. Anderson questioned the <br /> <br />proposed zoning changes. Ms. Smith explained that the Small Area Study was adopted by the City Commission in 2006; <br /> <br />however, due to understaffing the recommendations that were included in the study were not completed. Ms. Smith said that <br /> <br />several public meetings were held with the residents from the area. Ms. Smith said that there are future land use changes and <br /> <br />zoning changes on tonight's agenda based on the study approved by the City Commission in 2006. <br /> <br />Mr. Anderson said he purchased the property on Seminola to build a warehouse for his fountain business. He was <br /> <br />concerned how the new zonings would effect the development of his property. In response to Mr. Anderson's question, Ms. <br /> <br />Smith said that warehousing was not allowed in the new zoning district. Mr. Anderson said he is against the rezoning of his <br /> <br />property. <br /> <br />Dr. John Zacco, 601 Queens Mirror Circle, Casselberry, Florida came forward. Dr. Zacco said he owns property <br /> <br />along Seminola Boulevard. He said the City is starving for commercial development and he felt the rezoning limited the future <br />
