<br />City Commission Meeting <br />March 24, 2008 <br />Page 7 <br /> <br />Staff Recommendation: Approval of Ordinance 08- 1237 on second reading and final public <br />hearing. <br /> <br />Audience Input: <br /> <br />1) Hank Lander, 445 Surrey Run, Casselberry, Florida, opposed the ordinance, stating that it <br />was unrealistic and not conducive to the business community. He suggested the Commission <br />concentrate more on enforcement to regulate old signage that is in disrepair rather that banning <br />new technology in animated signs. He opined that this legislation should have been approved by <br />the Casselberry Redevelopment Agency (CRA) and a presentation given to the Casselberry <br />Chamber of Commerce. <br /> <br />2) Craig Tull, 420 Ranch Trail, Casselberry, Florida, opposed the Ordinance, stating that the <br />Commission needs to be current with the technology and legislate codes that would benefit and <br />retain the business community rather than forcing them out of the community. <br /> <br />3) John Casselberry, 700 S. Lost Lake Lane, Casselberry, Florida, asked if the decency of <br />visual images aspect was considered during the preparation of the ordinance. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Jon Miller to approve Ordinance 08- <br />1237, Amending ULDR Section re Signs, Electronic Message Boards, <br />as presented. Motion was seconded by Vice Mayor/Commissioner <br />Colleen S. Hufford and carried on a 4 - 1 voice vote. <br /> <br />Mayor Bob Goff dissenting. He reiterated his objection stating that <br />he supported the ordinance insofar as animated/flashing distraction <br />signs, bnt voted against the ordinance strictly on the electronic <br />aspect which supports the business community being allowed to <br />change their message every twenty-four honrs. <br /> <br />B. Second Reading of Ordinance 08-1238- Parking in Residential Districts/Recreational <br />Equipment <br /> <br />The Deputy City Clerk read Ordinance 08- I 238 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING <br />ORDINANCE 07-1215 RELATING TO PARKING OF RECREATIONAL EQUIPMENT <br />IN RESIDENTIAL AREAS, TO CHANGE THE EFFECTIVE DATE OF ORDINANCE <br />07-1215; REPEALING SECTION 3-1O.9(A)(2), SECTION 3-1O.9(A)(3), AND SECTION 3- <br />1O.9(B) OF THE CASSELBERRY UNIFIED LAND DEVELOPMENT REGULATIONS; <br />CLARIFYING PARKING IN THE SIDE YARD, BEHIND THE FRONT FA<;:ADE; <br />PROVIDING FOR CODIFICA nON, CONFLICTS, SEVERABILITY AND AN <br />EFFECTIVE DATE." <br /> <br />Lel!al Advertisement: Advertised in the Orlando Sentinel on Thursday, March 13,2008. <br />
