First Reading of Ordinance 08-1238 - Parking in Residential Districts/Recreational <br />Equipment <br /> <br />The City Clerk read Ordinance 08-1238 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING <br />ORDINANCE 07-1215 RELATING TO PARKING OF RECREATIONAL EQUIPMENT <br />IN RESIDENTIAL AREAS, TO CHANGE THE EFFECTIVE DATE OF ORDINANCE <br />07-1215; REPEALING SECTION 3-1O.9(A)(2), SECTION 3-1O.9(A)(3), AND SECTION 3- <br />10.9(B) OF THE CASSELBERRY UNIFIED LAND DEVELOPMENT REGULATIONS; <br />AMENDING THE MAXIMUM LENGTH OF RECREATIONAL EQUIPMENT AND <br />PERSONAL USE UTILITY TRAILERS; ADDING SETBACK PROVISIONS FOR <br />PARKING IN THE SIDE YARD AND THE REAR YARD; REQUIRING SCREENING IN <br />THE SIDE YARD; PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY <br />AND AN EFFECTIVE DATE." <br /> <br />Le!!al Advertisement: Advertised in the Orlando Sentinel on March 2, 2008 for the first reading <br />of Ordinance 08-1238. <br /> <br />Staff Presentation bv Gerald Paradise, Community DeveloDment Director: Ordinance 08- <br />1238 provides the requested amendments to Ordinance 07-1215 as directed by the City <br />Commission at the February 25, 2008 workshop. (The Power point presentation attached to and <br />made a part of these Minutes.) <br /> <br />The proposed modifications to parking of recreational equipment in the residential districts are as <br />follows: <br /> <br />. Limit the length of recreational vehicles that can park in residential areas to less than 25' <br />. Limit the length of personal utility trailers to less that 20' <br />. Allow recreational vehicle parking in the side and rear yards if they meet the setback <br />requirements and a screen is provided <br />. Establish an effective date of April I, 2008; however, the City will issue warnings until <br />October 1,2008, which will provide about six months for residents to make major <br />adjustments such as properly screening their yards. <br /> <br />Staff Recommendation: Approval of Ordinance 08-1238 on first reading and set the second <br />reading and final public hearing for March 24, 2008. <br /> <br />Andience InDnt: <br /> <br />The following individuals came forward and spoke in opposition to Ordinance 08-1238: <br /> <br />1) Louise Robertson, 519 Queens Mirror Circle, Casselberry, Florida - objected to the 25' <br />limit on recreational vehicles <br />2) Michael Reed, 320 Wyndham Way, Casselberry, Florida - opposed to setbacks and <br />screening; Commission should adhere to the recommendations of the Planning and <br />Zoning Commission. <br />
