Budget Amendment #08-013 - Rollover for Fiscal Year 2008 - $6,609,608 - Budget <br />Amendment #08-013 is necessary for the completion of ongoing projects and purchases <br />of equipment and/or services that were budgeted during F.Y. 2006-2007 and not initiated <br />or completed within the fiscal year. <br /> <br />C. Budget Transfer #08-012/Additional Capital Outlay - Trench Box Replacement- <br />$4,430.00 - Budget Transfer #08-012 is necessary for the replacement of outdated <br />equipment currently on hand in the Public Works Distribution and Collection Division. <br />The purchase of the equipment qualifies as a capital purchase and not a part of the <br />original F. Y. 2008 budget. <br /> <br />D. Resolution 08-1859 - Supporting Opposition to the Proposed Constitutional Amendment <br />Concerning Property Taxes (Item Removed from Consent and considered on the Regular <br />Agenda.) <br /> <br />MOTION: <br /> <br />Moved by Commissioner Susan Doerner to approve the <br />Consent Ageuda as modified with the removal of Item D. <br />Motion was seconded by Commissioner Jon Miller and <br />carried unanimously on a 5 - 0 voice vote. <br /> <br />D. Resolution 08-1859 - Supporting Opposition to the Proposed Constitutional Amendment <br />Concerning Property Taxes <br /> <br />"A Resolution of the City of Casselberry, Florida, urging its Citizens to consider the <br />consequences of the proposed Constitutional Amendment concerning property taxes that will <br />appear on the January 29, 2008 Ballot; opposing said propo,'al for reasons stated herein, <br />supporting a Constitutional Amendment prohibiting unfunded State Mandates in order to <br />reduce property taxes; supporting a prohibition on the State's practice of requiring local <br />School Boards to increase property taxes; urging the Florida Taxation and Budget Reform <br />Commission to develop measures consistent with this Resolution; providing an effective date." <br /> <br />Commissioner Miller stated that he requested this item be removed from the Consent Agenda <br />because bringing forth a resolution regarding the Proposed Constitutional Amendment the day <br />before the election is to be held was not in the best interest ofthe City should have been <br />addressed at the last Commission Meeting. There would be no advantage to approving <br />Resolution 08-1850 at this time and he would support removing the item from the Agenda. <br /> <br />Commissioner Doerner stated that this is a matter comes to the City too late and it is a matter that <br />should be left up to the citizens. The resolution was not necessary and she recommended the item <br />be removed from the Agenda with no formal action. <br /> <br />Mayor Goff stated that the resolution was counter productive at this juncture and he supported the <br />removal of Resolution 08-1 859 from the Agenda. <br /> <br />Commissioner Hufford stated she agreed with the Commission that there definitely needed to be <br />tax reform process. She supported removing the item from the Agenda. <br />
