MOTION: Moved by Commissioner Jon Miller to pull Item D from the Consent Agenda and not be considered at this time. Motion was seconded by Commissioner Susan Doerner and carried unanimously on a 4 - 1 voice vote. Commissioner Sandra T. Solomon dissenting. Mayor Goff noted that this vote was uot a vote in support or in opposition to the Constitutional Amendment but a vote to remove the item from the Consent Agenda. 9. Public Hearings: A. Staff Presentation bv Sandra Smith, Chief Planner: Ordinance 08-1234 is presented on second reading and is the final element in the Department of Community Affairs, Large Scale Amendment for the Public School Facilities Element. The Florida Legislature amended Section 163.3180 in 2005 to mandate the implementation of school concurrency. This legislation requires that each local governmental entity enter into an Interlocal Agreement to establish the process and mitigation used to achieve school concurrency.
