Motion <br />was seconded by Commissioner Susan Doerner and carried <br />unanimously on a 4 - 1 voice vote. Commissioner Sandra T. <br />Solomon dissenting. <br /> <br />Mayor Goff noted that this vote was uot a vote in support or in <br />opposition to the Constitutional Amendment but a vote <br />to remove the item from the Consent Agenda. <br /> <br />9. Second Reading of Ordinauce 08-1234 - Public School Facilities Element <br /> <br />The City Clerk read Ordinance 08-1234 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE <br />CITY OF CASSELBERRY COMPREHENSIVE PLAN PURSUANT TO FLORIDA <br />STATUTES, CHAPTER 163; PROVIDING FOR ADOPTION OF A TEXT <br />AMENDMENT PROVIDING THE PUBLIC SCHOOL FACILITIES ELEMENT; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br /> <br />Lel!al Advertisement: Advertised in the Orlando Sentinel on January 20, 2008. <br /> <br />Staff Presentation bv Sandra Smith, Chief Planner: Ordinance 08-1234 is presented on <br />second reading and is the final element in the Department of Community Affairs, Large Scale <br />Amendment for the Public School Facilities Element. The Florida Legislature amended Section <br />163.3180 in 2005 to mandate the implementation of school concurrency. This legislation requires <br />that each local governmental entity enter into an Interlocal Agreement to establish the process and <br />mitigation used to achieve school concurrency. Motion was seconded by Commissioner Colleen <br />S. Hufford and carried unanimously on a 5 - 0 voice vote. <br />
