<br />CITY OF CASSELBERRY <br />COMPREHENSIVE PLAN <br /> <br />PUBLIC SCHOOLS FACILITY ELEMENT <br /> <br />. Adopt level of service standards to establish maximum permissible school utilization <br />rates relative to capacity, and include these standards in an amended Capital <br />Improvements Element of the Comprehensive Plan and in the updated Interlocal <br />Agreement (Section 1 (d.318(1(Lli(bl, F.S.); <br /> <br />. Establish a financially feasible Public School Capital Facilities Program and include <br />this program in an amended Capital Improvements Element of the comprehensive <br />plan (Section 163.318(1(l3i(dH., F.S.); <br /> <br />· Establish proportionate-share mitigation methodology and options to be included in <br />the Public School Facilities Element and the Interlocal Agreement (Section <br />Hd.31811(]Wei, F.S.); <br /> <br />· Establish concurrency Concurring Service Areas (CSA) for public schools to define <br />the geographic boundaries of school concurrency, and include the CSA's in the <br />updated Interlocal Agreement and in the supporting data and analysis for the <br />Comprehensive Plan (Sections 1()3.318I1(l3l(c) and l(d.318I1(l3)(~,)(51, F.S.). <br /> <br />Failure to adopt the Public School Facilities Element, to enter into an approved interlocal <br />agreement, or to amend the comprehensive plan as necessary to implement school <br />concurrency, will subject the local government to being prohibited from adopting <br />comprehensive plan amendments that increase residential density and would subject the <br />Seminole County School Board to funding withholding sanctions equivalent to the available <br />funds for school construction. <br /> <br />B. EXISTING CONDITIONS <br /> <br />Existing conditions are used to understand relationships between public school facilities, city level <br />demographics and residential development activity. This section will identify historical and existing <br />public school facility enrollment and capacity trends, city level population trends and recent <br />residential development trends. <br /> <br />1. Existing Public School Facilities <br /> <br />The City of Casselberry's students are currently served by fourteen (14) total concurrency <br />service areas (CSA), including seven \I) elementary CSA's, four (4) middle CSA's and three <br />(3) high school CSA's. The fourteen CSA's currently serving Casselberry comprises only a <br />portion of the entire Seminole County School District. <br /> <br />Casselberry Elementary School and South Seminole Middle School are located within the <br />City of Casselberry. All of the other schools serving Casselberry residents are located outside <br />of the City limits. The Table XII-1 identifies the fourteen (14) public CSA boundaries <br />common to the City of Casselberry. <br /> <br />XII-2 <br />
