Resolution 07-1817 - Stormwater, Lakes Management and Water Quality Master <br />Plan/Utility Rate Increase <br /> <br />The City Clerk read Resolution 07-1817 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING <br />THE APPROVAL OF A NEW RATE PER EQUIVALENT RESIDENTIAL UNIT FOR <br />THE CITY OF CASSELBERRY STORMW ATER AND LAKE MANAGEMENT <br />UTILITY; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE <br />DATE <br /> <br />Staff Presentation: Resolution 07-1817 requests approval of a Stormwater and Lake <br />Management Utility rate increase pursuant to the recommendations of the recently completed <br />Stormwater, Lakes Management and Water Quality Master Plan. The original Stormwater <br />Master Plan was developed in 1992 and the utility rate has not been updated since inception. The <br />updated master plan proposes a rate increase of $7.00 based on the total number of equivalent <br />residential units, 20,808 ERU's within the City. The proposed rate increase will yield <br />approximately $1,747,872 total yearly revenues. <br /> <br />Mr. Bill Goucher, representing CPH Engineers gave a presentation outlining the Stormwater, <br />Lakes Management and Water Quality Master Plan, which identified and prioritized a 10-year <br />capital improvement programs. An Executive Summary of the Presentation is attached to and <br />made a part of these minutes. The Commission received a copy of the complete Stormwater, <br />Lakes Management and Water Quality Master Plan dated August 2007, which is also available in <br />the Clerk's Office for review. <br /> <br />Staff Recommendation: Approve Resolution 07-1818 with an addition to Section I to state, <br />"The City Commission of the City of Casselberry hereby approves a unit charge rate of <br />$7.00/E.R.U's. as the Sormwater and Lake Management Utility rate to become effective October <br />1,2007, as Drovided bv Section 86-304 of the Citv Code. " <br /> <br />Audience Inout: - None <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Susan Doerner to approve <br />Resolution 07-1817, Stormwater, Lakes Management Utility increase <br />to $7.00 per ERU's with the addition to Section I as presented. <br />Motion was seconded by Commissioner Sandra T. Solomon and <br />carried unanimously. (5 - 0) <br />
