First Reading of Ordinance 07-1226 - Zoning Map Amendment, ZB 07-01 (Applicant- <br />Lochrane Engineering) <br /> <br />The City Clerk read Ordinance 07-1226 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE <br />CITY OF CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN ARTICLE <br />IV, SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY <br />OF CASSELBERRY, FWRIDA, AS AMENDED AND SUPPLEMENTED; <br />ESTABLISHING THE ZONING CLASSIFICATIONS OF PMX-H (pLANNED MIXED <br />USE: IDGH INTENSITY) FOR THE PARCELS DESCRIBED IN SECTION 1 OF THIS <br />ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, CODIFICATION <br />AND AN EFFECTIVE DATE." <br /> <br />Le!!:al Advertisement: Advertised in the Orlando Sentinel on August 30, 2007. <br /> <br />Staff Presentation: Ordinance 07-1226 will amend the Zoning Map designations of properties <br />located along the north perimeter of the existing Casselberry Exchange Development. The <br />Zoning change to Planned Mixed Use - High Intensity (PMX-H) is the companion ordinance to <br />the preceding Future Land Use Change for the same property. The applicant is requesting the <br />high intensity zoning designation in order to redevelop the vacant Service Merchandise site and <br />the surrounding properties for a large WalMart retail center. The retail development will be <br />integrated into the existing Casselberry Exchange Plaza. This proposed redevelopment is <br />compatible with the surrounding mix of zonings and land uses. The project will improve the <br />economic redevelopment of Highway 17-92 and limit the negative effects upon the neighboring <br />residential properties. The Planning and Zoning Commission approved the Zoning designation at <br />their meeting of May 9, 2007. <br /> <br />Recommendation: Approval of Ordinance 07-1226 Zoning Changes for properties located near <br />5655 S. Highway 17-92 as presented. The second public hearing is requested to be set for <br />September 24, 2007. <br /> <br />Audience Input: <br /> <br />1) Comments made by Ms. Phyllis Sheppard regarding Ordinance 07-1225 also pertain <br />to Ordinance 07-1226. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Susan Doerner to approve <br />Ordinance 07-1226, Zoning Changes for the Casselberry Exchange <br />Property, as presented.
