<br />City Commission Meeting <br />September 10,2007 <br />Page 6 <br /> <br />Staff Presentation: Ordinance 07-1225 will amend the Future Land Use Map (FLUM) <br />classification to High Intensity Non Residential/Medium Intensity Residential (HI/MDR) for <br />properties located near 5655 South Highway 17-92 near the Casselberry Exchange Development. <br />This change is necessary to meet the requirements of the applicant, Locrane Engineering for the <br />new WaIMart Store to be located on these properties. The applicant's site plan proposes adding <br />four additional properties to the existing Casselberry Exchange development as well as utilizing <br />some of the undeveloped properties along Oxford Road. The plan requires amendments to the <br />Future Land Use Map since six of the properties did not have the appropriate FLU designation. <br />All seven of the properties must be rezoned to PMX-H to accommodate the site plan. The <br />Casselberry Planning and Zoning Commission reviewed the proposed future land use changes on <br />May 9, 2007 and recommended approval. <br /> <br />Mr. Lee Mullon, Locrane Engineering, representing the owner/developer of the site, was present <br />to answer questions. <br /> <br />Recommendation: Approval of Ordinance 07-1225, Future Land Use Changes for properties <br />located near 5655 S. Highway 17-92 as presented. The second public hearing is requested to be <br />set for September 24, 2007. <br /> <br />Audience Inout: Pursuant to State Statutes, a sign in sheet is prepared for individuals <br />wishing to speak on this item. <br /> <br />I) Phyllis Sheppard, 580 South Triplet Lake Drive, Casselberry, Florida, stated that the <br />proposals for this request did not address the increased traffic flow into the neighborhood <br />and asked that the Commission address this concern. <br /> <br />2) Craig Tull, 420 Ranch Trail, Casselberry, Florida, also addressed concerns regarding the <br />traffic problems this type of development would bring into the neighborhood along <br />Sunset Drive. <br /> <br />The Commission requested staff respond to the concerns addressed by the citizens regarding the <br />traffic flow into the neighborhood. <br /> <br />Mr. Lee Mullon, Locrane Engineering, stated that he had issued a Site Development Agreement <br />to the City with regard to some of the traffic calming devices that would be placed off site, such <br />as a restrictor device along Sunset Drive between Southcot and Overbrook. The restrictor device <br />will narrow the drive isle width creating a constricting throat to curtail high speed traffic going <br />north along Sunset Drive. In addition, a residential monument style signage about 4 feet tall will <br />be placed just north of the Oxford Entrance that delineates they are entering into the residential <br />neighborhood portion of Casselberry. The issue of a roundabout along Oxford Drive and <br />Kenwick Circle is also being studied to determine if it meets budget restraints with the acquisition <br />of property that would be required. The Casselberry exchange entrance on 17-92 would be right <br />turn in, right turn out only. He stated that a power point presentation regarding the traffic flow <br />will be presented at the September 24, 2007 final public hearing. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Jon Miller to approve Ordinance 07-1225, <br />Future Land Use Changes for the Casselberry Exchange Property, <br />
