City Commission Meeting
September 10, 2007
Page 5

Audience InDut:

Mayor Goff called for public input and comments regarding the City's proposed budget and
millage rate for Fiscal Year 2008. The following individuals came forward:

I) Nate Ingram, Executive Director, Coastal Florida Police Benevolent Association (PBA)
addressed the Commission regarding the proposed cuts in the Police Department Budget.,
specifically the deletion of two lieutenant positions. He asked how the City could
justify removing law enforcement positions while increasing other office staff. He
stated that the police lieutenants provide mid-level management and removing these
two positions will have a negative impact on the police department's ability to effectively
protect the citizens.

2) Scott Pleasants, PBA Representative for the Casselberry Police Department, spoke in
opposition to the budget cutback, specifically the firing of two police lieutenants,
employees with long service records with the Casselberry Police Department.

3) Barbara Montessy, Resident of Lake Kathryn, Casselberry, Florida, stated that as a
resident of a community of seniors, fifty-five and over, she implored the Commission to
reconsider the cutback of law enforcement officers for the safety of their community.

4) John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, opined that the City
should work on an agreement with the Seminole County Sheriff because the citizens were
being double taxed with the Police and the Sheriff patrolling the City.

MOTION:

Moved by Commissioner Sandra T. Solomon to approve Resolution
07-1820, Tentative Budget at $45,792.15 and Tentative Millage Rate
at 4.541, conditioned upon a super majority vote of 4 - 1 by the
Commission. Motion was seconded by Commissioner Jon Miller and
carried unanimously. (5 - 0)

The fmal public hearing for the Budget and Millage Rate is scheduled for September 24, 2007.

B.
