<br />City Commission Meeting <br />September 10,2007 <br />Page 4 <br /> <br />Commissioner Miller requested that Item F, Removal of Board of Adjustment Member, be <br />removed from the Consent Agenda and considered separately. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Susan Doerner to approve the <br />Consent Agenda with the deletion ontem F, Removal of Board of <br />Adjustment Member. Motion was seconded by Commissioner <br />Sandra T. Solomon and carried unanimously. (5 - 0) <br /> <br />After discussion, Commission requested that the Alternate Member of the Board of Adjustment, <br />Mr. Luis Guzman, be contacted to ascertain whether or not he is interested in applying for the <br />position on the Board being vacated by Hal BiIlerbeck. The position will be duly advertised as <br />per the Board Appointment Policy and brought back to Commission for appointment at a <br />subsequent meeting. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Jon Miller to approve Item F, Removal of <br />of Board of Adjustment Member, as presented. Resolution 07-1820 - Tentative Budget and Tax Rate for Fiscal Year 2007-2009 <br /> <br />The City Clerk read Resolution 07-1820 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE <br />TENTATIVE OPERATING MILLAGE RATE AND THE TENTATIVE OPERATING <br />BUDGET FOR THE CITY OF CASSSELBERRY FOR THE FISCAL YEAR <br />COMMENCING ON OCTOBER 1, 2007 AND ENDING ON SEPTEMBER 30, 2008; <br />ANNOUNCING THE PERCENTAGE BY WHICH THE TENTATIVE OPERATING <br />MILLAGE RATE EXCEEDS THE ROLLED-BACK RATE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br /> <br />Lel!:al Advertisement: The public notice for this public hearing for the tentative millage rate <br />was provided to the taxpayers of the City of Casselberry by the Seminole County Property <br />Appraiser in the "TRIM" notice that was mailed out in August 2007. <br /> <br />Staff Presentation and Recommendation: The City Manager gave a power point presentation <br />outlining the Proposed Budget for Fiscal Year 2008 and the recommended millage rate for Fiscal <br />Year 2008. The total recommended proposed budget is balanced at $45,792,515 with the <br />expenditures as follows: General Fund - $20,302,482, Other Governmental Funds - $13,252,556, <br />Utility Funds - $12,2237,477. The budget is based upon gross taxable value of real and personal <br />property of $1,598,994,059. The recommended tentative millage rate is 4.541 mills, which is the <br />rolled back rate and approval of this rate will require a super majority vote (4 - I) in accordance <br />with the 2008 TRIM Legislation. <br /> <br />The City Manager's Budget Presentation is attached to and made a part of these minutes. <br />
