Staff recommends approval ofSPR 06-28, Casselberry Exchange <br />Master Site Plan Modification, as the project will improve the economic redevelopment of <br />Highway 17-92 while limiting the negative effects upon the neighboring properties. . <br /> <br />Lee Mullon, with Lochrane Engineering, and Tom Cloud, Esq. with Gray Robinson were present <br />and available for questions on behalf of the applicant.. <br /> <br />Audience InDut: <br /> <br />1) Kathleen Hale, 325 Southcot Road, Casselberry, Florida, addressed concerns regarding <br />the intense traffic that impact on the neighborhood and the fact that the neighborhood had <br />not been invited to participate in the development of this project at any public meetings. <br /> <br />2) Phyllis Sheppard, 580 South Triplet Lake Drive, Casselberry, Florida, addressed concerns <br />with the traffic impact and the potential for increase in crime associated with the new <br />Wal-Mart. <br /> <br />3) John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, spoke in opposition to <br />the project. <br /> <br />4) Jackie Pence, 295 Southcost Road, Casselberry, Florida, expressed concerns with the <br />traffic on Southcot and the school children that utilize that road twice daily. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Jon Miller to approve SPR 06-28, <br />Modifications to Casselberry Exchange Master Site Plan, as <br />presented. Motion was seconded by Commissioner Sandra T. <br />Solomon and carried unanimously on a 5 - 0 vote. <br /> <br />B. SPR 07-13 - Site Plan Review and Resolution 07-1831- Site Plan Development <br />Agreement - Casselberry Exchange (Wal-Mart), 5655 S. U.S. Highway 17-92 (Lochrane <br />Engineering) <br /> <br />The City Clerk read Resolution 07-1831 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, TO ENTER INTO A <br />SITE PLAN AGREEMENT FOR THE CONSTRUCTION OF A W AL-MART RETAIL <br />STORE IN THE CASSELBERRY EXCHANGE SHOPPING CENTER; PROVIDING <br />FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br /> <br />Staff Presentation: The Site Plan Review (SPR -7-13) is a request by Lochrane Engineering to <br />demolish the vacant Service Merchandise building and construct a new 148,789 square foot retail <br />space with supporting infrastructure for properties located within the Casselberry Exchange near <br />5655 S. Highway 17-92. Resolution 07-1831 provides for approval of the Site Development <br />Agreement. This is a major site plan review based on a master site plan revision for property <br />located within the Community Redevelopment District. The site plan includes the addition of <br />four properties to the existing Casselberry Exchange development as well as utilizing some of the <br />undeveloped property along Oxford Road. The plan was reviewed and approved by the <br />Casselberry Planning and Zoning Commission and the Development Review Committee. <br />
