Resolution 07-1832 - Proposal fro CDM to Provide Services for the Design and Permitting of Lake Concord Stormwater Park, aka Anniversary Park The City Clerk read Resolution 07-1832 by title as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE EXECUTIONOF A PROPOSAL BETWEEN CDM AND THE CITY OF CASSELBERRY TO PROVIDE FINAL ENGINEERING DESIGN AND PERMITTING SERVICES FOR THE LAKE CONCORD STORMW ATER PARK (ALSO KNOWN AS ANNIVERSARY PARK) SUBJECT TO THE APPROVAL OF THE CASSELBERRY COMMUNITY REDEVELOPMENT AGENCY (CRA); PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." Staff Presentation: Resolution 07-1832 will approve a proposal for design and permitting services from CDM for the Lake Concord Stormwater Park project (also known as Anniversary Park). This project, supported by the City Commission and the Community Redevelopment Agency, will greatly enhance the look of Lake Concord and the City Hall Complex. The Park meets multiple goals of the City, including water quality improvement, provision of additional Parks facilities and service as an element in the City's long term City Center concept. The proposal for design and permitting is subject to funding by the Casselberry Community Redevelopment Agency (CRA) in the amount of $200,000. The proposal is scheduled to be presented to the Casselberry CRA at their meeting of October 12,2007. Staff Recommendation: Approval of Resolution 07-1832 as presented. Audience InDut: None MOTION: Moved by Commissioner Colleeen S. Hufford to approve Resolution 07-1832, CDM Design Services for Anniversary Park, as presented. Motion was seconded by Commissioner Sandra T. Solomon and carried unanimously on a 5 - 0 voice vote. 12. Other Items A. SPR 06-28 Casselberry Exchange Master Site Plan Modification (Lochrane Engineering) Staff Presentation: SPR 06-28 is a request from Lochrane Engineering for the approval of a modification to the approved master site plan for Casselberry Exchange. These modifications support the proposed site plan for a large format retail center, which proposed to demolish the vacant Service Merchandise building and construct a new 148,789 square foot retail space with supporting infrastructure, i.e. parking and stormwater. The applicant, Lochrane Engineering, proposes adding four additional properties to the existing Casselberry Exchange subdivision as well as utilizing some of the undeveloped properties along Oxford road. The modifications to the Master Site Plan will include new vehicular entrances on both Highway 17-92 and Oxford Road, as well as bike and pedestrian paths between Highway 17-92 and Oxford Road; The proposed improvements will integrate the retail development into the existing Casselberry Exchange Plaza.
