Resolution 07-1832 - Proposal fro CDM to Provide Services for the Design and <br />Permitting of Lake Concord Stormwater Park, aka Anniversary Park <br /> <br />The City Clerk read Resolution 07-1832 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING <br />THE EXECUTIONOF A PROPOSAL BETWEEN CDM AND THE CITY OF <br />CASSELBERRY TO PROVIDE FINAL ENGINEERING DESIGN AND PERMITTING <br />SERVICES FOR THE LAKE CONCORD STORMW ATER PARK (ALSO KNOWN AS <br />ANNIVERSARY PARK) SUBJECT TO THE APPROVAL OF THE CASSELBERRY <br />COMMUNITY REDEVELOPMENT AGENCY (CRA); PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Resolution 07-1832 will approve a proposal for design and permitting <br />services from CDM for the Lake Concord Stormwater Park project (also known as Anniversary <br />Park). This project, supported by the City Commission and the Community Redevelopment <br />Agency, will greatly enhance the look of Lake Concord and the City Hall Complex. The Park <br />meets multiple goals of the City, including water quality improvement, provision of additional <br />Parks facilities and service as an element in the City's long term City Center concept. The <br />proposal for design and permitting is subject to funding by the Casselberry Community <br />Redevelopment Agency (CRA) in the amount of $200,000. The proposal is scheduled to be <br />presented to the Casselberry CRA at their meeting of October 12,2007. <br /> <br />Staff Recommendation: Approval of Resolution 07-1832 as presented. <br /> <br />Audience InDut: None <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleeen S. Hufford to approve Resolution <br />07-1832, CDM Design Services for Anniversary Park, as presented. <br />Motion was seconded by Commissioner Sandra T. Solomon and <br />carried unanimously on a 5 - 0 voice vote. <br /> <br />12. Other Items <br /> <br />A. SPR 06-28 Casselberry Exchange Master Site Plan Modification (Lochrane Engineering) <br /> <br />Staff Presentation: SPR 06-28 is a request from Lochrane Engineering for the approval of a <br />modification to the approved master site plan for Casselberry Exchange. These modifications <br />support the proposed site plan for a large format retail center, which proposed to demolish the <br />vacant Service Merchandise building and construct a new 148,789 square foot retail space with <br />supporting infrastructure, i.e. parking and stormwater. The applicant, Lochrane Engineering, <br />proposes adding four additional properties to the existing Casselberry Exchange subdivision as <br />well as utilizing some of the undeveloped properties along Oxford road. The modifications to the <br />Master Site Plan will include new vehicular entrances on both Highway 17-92 and Oxford Road, <br />as well as bike and pedestrian paths between Highway 17-92 and Oxford Road; The proposed <br />improvements will integrate the retail development into the existing Casselberry Exchange Plaza. <br />
