Tentative Tax Rate for Fiscal Year 2007-2008 <br /> <br />Staff Presentation: At the Budget Work Session held July 16,2007, the Commission opted to <br />set the tentative millage rate for Fiscal Year 2007 -2008 at the current rate of 5.0 mills with the <br />option to roll back the millage to 4.540 (4 - I vote) or 4.314 (3 - 2 vote) as mandated by the State <br />in House Bill lB. The City Manager presented the balanced Budget for Fiscal Year 2007-2008 <br />with a recommended rate of 4.314 millage levy. rfthe Commission opts to set the tentative tax at <br />5.0 mills, it will require a unanimous vote of5 - O. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Sandra T. Solomon to set the tentative <br />millage rate for Fiscal Year 2007-2008 at 5.0 mills. Motion was <br />seconded by Vice Mayor/Commissioner Susan Doerner and carried <br />unanimously. (5 - 0) <br /> <br />13. Discussion Items: <br /> <br />A. Lakes Recreational Use <br /> <br />Staff Presentation: This item is a continuation of the discussion regarding the recreational use <br />options for lakes within the City of Casselberry. The City's Comprehensive Plan clearly identified <br />the importance of recreational use of lakes within the city and the under-utilization of the lakes for <br />both active and passive recreational opportunities and the importance of public access to areas such <br />as fishing piers, boat ramps. The City has heard a number of complaints regarding the use of boats <br />and personal watercraft on the lakes, i.e. noise, speed, reckless operating, and water quality. <br /> <br />Staff Recommendation: The staff presented comprehensive recommendations regarding Lake <br />depths, water quality and the feasibility public access to the twelve lakes in the City of Casselberry. <br />The seven options discussed were relocation of the boat ramp to Middle Lake Triplet, public access <br />plan for all public lakes, reduced speed limits, motor size restrictions, day of rest option, progressive <br />wake zones and restriction on all motorized vessels. (The complete presentations presented are <br />attached to and made a part of these minutes.) <br /> <br />The recommendations enumerated by Mr. Torres and Mr. Fortini include the following: <br /> <br />. Placing buoys at the 100 foot no wake zones on lakes with public access and other private <br />lakes where access can be granted by homeowners. These buoys will clearly designate the <br />no wake zone for the lakes, provide a deterrent for improper operation and assist police <br />officers with enforcement of this requirement. <br />. Clearly identifying the limits of public property adjacent to all boat launch areas. These <br />identifYing signs and buoys will be a guide and a deterrent for trespassers and assist the <br />police department to enforce proper conduct at the boat ramps. <br />
