Resolution 07-1806 - Agreement with Government Services Group (GSG) for Street Lighting Improvement Assessment Program - The City Clerk read Resolution 07-1806 by title as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA; AUTHORIZING THE EXECUTION OF A PROPOSAL FROM GOVERNMENT SERVICES GROUP, INC (GSG), TO PROVIDE SPECIALIZED ASSISTANCE IN THE DEVELOPMENT AND IMPLEMENTATION OF A NON AD VALOREM ASSESSMENT PROGRAM FOR STREET LIGHTING IMPROVEMENTS; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." Staff Presentation: Resolution 07-1806 authorizes an agreement with Government Services Group, (GSG), Inc., to provide assistance with the development and implementation of a Non-Ad Valorem Assessment Program for Street Lighting Improvements, which assessment would appear on the tax roll for Fiscal Year 2009. The City spends $223,500 annually for street light maintenance which is paid from the General Fund. Due to the cutbacks resulting from the recent property tax reform, the Assessment Program is presented an an alternative source of funding to offset the amount of projects being paid from the City's General Fund. Staff Recommendation: Approval of Resolution 07-1806 authorizes the agreement with Government Services Group, Inc. (GSG) for a scope of services for the development and implementation of a non-ad valorem assessment program for street lighting improvements in the amount of $28,000 for Phase I and $19,000 for Phase II. MOTION: Moved by Commissioner Colleen S. Hufford to approve Resolution 07-1806, Agreement with CSG, Inc. for Street Lighting Assessment Program, as submitted. Motion was seconded by Vice Mayor/Commissioner Susan Doerner and carried unanimously. (5- 0) B. Resolution 07-1807 - Opposition to a Proposed Amendment to the Florida Constitution The City Clerk read Resolution 07-1807 by title as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, OPPOSING AN AMENDMENT TO THE FLORIDA CONSTITUTION THAT WOULD FORCE VOTERS TO DECIDE ALL CHANGES TO A CITY OR COUNTY'S COMPREHENSIVE PLAN; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." Staff Presentation: Approval requested for Commission opposition to the proposed Amendment to the Florida Constitution that would require voter approval on all changes to a City or County's Comprehensive Plan. Staff Recommendation: Approve Resolution 07-1807 as requested at the July 9, 2007 meeting by Ryan Houck, Representing Floridians for Smarter Growth.
