Resolution 07-1806 - Agreement with Government Services Group (GSG) for Street <br />Lighting Improvement Assessment Program - <br /> <br />The City Clerk read Resolution 07-1806 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA; AUTHORIZING THE <br />EXECUTION OF A PROPOSAL FROM GOVERNMENT SERVICES GROUP, INC (GSG), TO <br />PROVIDE SPECIALIZED ASSISTANCE IN THE DEVELOPMENT AND IMPLEMENTATION OF <br />A NON AD VALOREM ASSESSMENT PROGRAM FOR STREET LIGHTING IMPROVEMENTS; <br />PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Resolution 07-1806 authorizes an agreement with Government Services <br />Group, (GSG), Inc., to provide assistance with the development and implementation of a Non-Ad <br />Valorem Assessment Program for Street Lighting Improvements, which assessment would appear <br />on the tax roll for Fiscal Year 2009. The City spends $223,500 annually for street light <br />maintenance which is paid from the General Fund. Due to the cutbacks resulting from the recent <br />property tax reform, the Assessment Program is presented an an alternative source of funding to <br />offset the amount of projects being paid from the City's General Fund. <br /> <br />Staff Recommendation: Approval of Resolution 07-1806 authorizes the agreement with <br />Government Services Group, Inc. (GSG) for a scope of services for the development and <br />implementation of a non-ad valorem assessment program for street lighting improvements in the <br />amount of $28,000 for Phase I and $19,000 for Phase II. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to approve Resolution <br />07-1806, Agreement with CSG, Inc. for Street Lighting <br />Assessment Program, as submitted. Motion was seconded by Vice <br />Mayor/Commissioner Susan Doerner and carried unanimously. (5- <br />0) <br /> <br />B. Resolution 07-1807 - Opposition to a Proposed Amendment to the Florida Constitution <br /> <br />The City Clerk read Resolution 07-1807 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, OPPOSING AN AMENDMENT <br />TO THE FLORIDA CONSTITUTION THAT WOULD FORCE VOTERS TO DECIDE ALL <br />CHANGES TO A CITY OR COUNTY'S COMPREHENSIVE PLAN; PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Approval requested for Commission opposition to the proposed Amendment <br />to the Florida Constitution that would require voter approval on all changes to a City or County's <br />Comprehensive Plan. <br /> <br />Staff Recommendation: Approve Resolution 07-1807 as requested at the July 9, 2007 meeting <br />by Ryan Houck, Representing Floridians for Smarter Growth. <br />
