Public Hearing and First Reading of Ordinance 07-1217 - Growth Management <br />Initiatives, including the Evaluation and Appraisal Report, Public School Facilities Element, <br />Water Supply Facilities Work Plan, Potable Water Element and Capital Improvement Schedule <br /> <br />The City Clerk read Ordinance 07 -1217 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA; <br />PROVIDING FOR TRANSMITTAL AND SUBSEQUENT ADOPTION OF THE 2007 WATER <br />SUPPLY FACILITY WORK PLAN, COMPREHENSIVE PLAN EVALUATION AND APPRAISAL <br />REPORT, CAPITAL IMPROVEMENT SCHEDULE, PUBLIC SCHOOL FACILITY ELEMENT, AND <br />POTABLE WATER ELEMENT; PROVIDING FOR SEVERABILITY; PROVIDING FOR <br />CODIFICATION; PROVIDING FOR AN EFFECTIVE DATE." <br /> <br />Lel!al Advertisement: Notice of Public Hearing relevant to Ordinance 07-1217 was published <br />in the Orlando Sentinel on July 15,2007. <br /> <br />Staff Presentation: Ms. Sandra Smith, Chief Planner, gave an overview of the distributed staff <br />report for Ordinance 07-1217. The State has mandated communities adopt legislation to guide <br />growth within their communities, which include: (I) Evaluation and Appraisal Report (EAR) <br />(2) Public School Facilities, (3) Potable Water Element, (4) Capital Improvement Schedule and <br />(5) Water Supply Facilities Work Plan. The City's Comprehensive Plan is mandated to be <br />reviewed and updated every seven years and as part of this review process, the Plan must be <br />reviewed by the Department of Community Affairs. The final approval by the Department of <br />Community Affairs and the City Commission is required by December 1,2007. <br /> <br />Ms. Dipee Diamond, Land Design Innovations, Inc. gave a PowerPoint presentation to the City <br />Commission, which is attached to and made a part of these minutes. It was noted that staff <br />revised Ordinance 07-1217 to indicate that it is a transmittal of the water supply facility work <br />plan, in addition to the transmittal of the other issues, and a change to the effective date. <br /> <br />Recommendation: The City Manager and the Community Development Director recommended <br />approval of Ordinance 07-1217 and transmittal to the Department of Community Affairs. <br /> <br />Mayor Goff declared a recess at 9:35 p.m. Pursuant to Resolution 06-1703, the Mayor <br />calledfor a vote to determine whether the Agenda should be modified in light of the <br />time remaining. Commission voted unanimously to continue and the Meeting was <br />reconvened at 9:42 p.m. <br /> <br />Audience Input: A sign up sheet was provided for those that wished to be notified with <br />reference to Ordinance 07-1217, which included the following individuals: <br /> <br />I) John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida <br />2) Bob Buckley, 239 Lake Ellen Drive, Casselberry, Florida <br />3) Craig Tull, 420 Ranch Trail, Casselberry, Florida <br />
