Hufford to approve SP 07-03 Final <br />Site Plan approval for 2035 Howell Branch Road, as submitted. Motion <br />was seconded by Commissioner Colleen S. Hufford and carried <br />unanimously. (5 - 0) <br /> <br />13. Discussion Items: <br /> <br />A. Charter Amendments <br /> <br />At the June 25, 2007 meeting, the Commission requested that an additional Charter Amendment <br />question be added to the referendum scheduled for January 29, 2008. The ballot question to be <br />whether to change the composition of the City Commission by having the Mayor annually elected <br />from the Commission Members. <br /> <br />After discussion, the Commission consensus was to authorize an ordinance to add the additional <br />Charter Amendment regarding electing the Mayor from among Commission Members to the ballot. <br />Commissioner Solomon and Mayor Goff speaking in opposition. <br /> <br />MOTION: <br /> <br />Moved by Commission Sandra T. Solomon to limit the Charter issues to <br />the two questions that have already been approved for the January 29, <br />2008 ballot. <br /> <br />The Mayor passed the gavel to the Vice Mayor and seconded the Motion. <br /> <br />VOTE ON THE MOTION: Commissioner Miller - No; Commissioner Hufford - No; <br />Commissioner Solomon - Yes; Commissioner Doerner- <br />No; Mayor Goff - Yes. Motion failed on a 3 - 2 vote. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Jon Miller to add the third question, "Election <br />of the Mayor from among Commission Members" to the ballot for <br />January 29, 2007. Motion was seconded by Commissioner Susan <br />Doerner. <br /> <br />VOTE ON THE MOTION: Commissioner Miller - Yes; Commissioner Hufford- <br />Yes; Commissioner Solomon - No; Commissioner <br />Doerner - Yes; Mayor Goff - No. Motion carried <br />on a 3 - 2 vote. <br /> <br />B. Animal Control Regulations <br /> <br />Staff Presentation: At the June II, 2007 meeting, Commission discussed animal control regulations <br />that were being lost from the City Code with the transfer of animal services to Seminole County, <br />specifically the number of pets allowed per household since there were no limitations under Chapter <br />20 of the Seminole County Code. The Police Chief discussed the possibility of incorporating a <br />limitation requirement as part ofthe City Code Unified Land Development Regulations. <br />
