Public Hearing and Second Reading of Ordinance 07-1214 - Proposed Amendments <br />to the City Charter <br /> <br />The City Clerk read Resolution 07-1214 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, SUBMITTING TO THE <br />ELECTORS OF CASSELBERRY PROPOSED AMENDMENTS TO THE CHARTER OF THE <br />CITY OF CASSELBERRY AT A SPECIAL ELECTION TO BE HELD JANUARY 29, 2008; <br />PROVIDING FOR REVISIONS TO ARTICLE V, SECTION 26 (CITY MANAGER), ARTICLE <br />VI, SECTIONS 27 AND 30 (APPOINTED OFFICIALS), ARTICLE XI, SECTION 62 <br />(MISCELLANEOUS PROVISIONS); ARTICLE VIII, SECTION 38 (ELECTIONS); <br />PROVIDING BALLOT TITLES, SUMMARIES AND TEXT FOR THE PROPOSED <br />AMENDMENTS; PROVIDING FOR mE CALL OF A REFERENDUM ELECTION; <br />PROVIDING FOR DIRECTION TO THE CITY CLERK; PROVIDING FOR ADJUSTMENT OF <br />INCUMBENTS TERMS; PROVIDING FOR CONFLICTS, SEVERABILITY; PROVIDING FOR <br />EFFECTIVE DATE FOR APPROVED AMENDMENTS; PROVIDING FOR CODIFICATION <br />AND EFFECTIVE DATE FOR THE ORDINANCE." <br /> <br />Lel!al Advertisement: Advertised in the Orlando Sentinel on Thursday, June 14,2007 <br /> <br />Staff Presentation: The Commission approved Ordinance 07-1214 on first reading at the June <br />II, 2007 Meeting and approved the date of January 29, 2008 for the City Charter Referendum <br />Election to be conducted in conjunction with the Presidential Preference Primary. In reviewing <br />various newspaper articles around the State, it is anticipated that there will be a large voter <br />turnout because of the presidential primary and the new taxation proposal. This presents <br />concerns as to whether or not any ballot proposals related to local government will be received <br />favorably, or whether or not the City will be able to get its message through as there will be <br />substantial "education and information" on these major ballot proposals. The Charter <br />Amendments are important proposals for the City and staff proposed the date of November 9, <br />2007, a stand alone election. The election would cost approximately $20,000 to $25,000. <br /> <br />Staff Recommendation: Approval of Ordinance 07-1214 on second reading and public hearing <br />with the consideration of selecting the optional election date of November 9, 2007 for the City <br />Charter Referendum Amendments, instead of the January 29,2008 date. <br /> <br />Audience InDut: <br /> <br />I) Hank Lander, 445 Surrey Run, Casselberry, FL, proposed a Charter Amendment to delete Seat I, <br />Elected Mayor/Chairman, and have the Commissioners choose internally who should be the <br />Mayor and who should be the Chairman. <br /> <br />2) John Casselberry, 700 S. Lost Lake Lane, Casselberry, FL, recommended the City appoint a <br />Charter Review Committee to review the amendments. He also recommended setting a date that <br />would bring out the most voters. <br />
