<br />City Commission Meeting <br />June 25, 2007 <br />Page 4 <br /> <br />12) Stan Bessmer, 1301 Glastonberry Road, Maitland, FL, English Estates Resident, <br />unincorporated Seminole County and a Casselberry Utilities customer. He spoke in <br />opposition to the intimidating method used by Casselberry to try and force residents to <br />annex into the City. <br /> <br />13) Christine Watkins, 639 Lake Mobile Drive, stated that she opposed annexing into the <br />City and strongly objected to the City of Casselberry trying to strong arm residents into <br />annexing into the City. <br /> <br />14) Amy Dress, 616 Howell Branch Road, Unincorporated Seminole County, spoke in <br />opposition to the annexation issue and especially appalled at the method that would hold <br />homeowners' and/or renters hostage because water service is a necessity for heath <br />reasons. <br /> <br />15) Jerome Johnson, 244 Spartan Drive, stated that the practice of withholding water to <br />coerce residents into annexing the City was immoral. <br /> <br />16) Charles Dodd, 2945 Watumpa Trail, Maitland, FL, spoke in opposition and urged the <br />Commission to do something to remedy the situation. <br /> <br />18) Charlene Glancy, 210 NE Triplet Drive, Casselberry, FL, stated that she was a proud <br />Casselberry resident and that annexing property into the City is legally sound and good <br />fiscal management and she supported the effort. Ms. Glancy stated that she also <br />supported the position that Hank Lander ( Speaker #3) presented regarding the behavior <br />of Mayor Goff. <br /> <br />19) Heather Fitch, 873 Woodside Road, Forest Brook, stated that because of the annexation <br />policy of the City buyers were not interested in buying her home because they did not <br />want to be a part of Casselberry. <br /> <br />20) Jerry Harnish, 570 Brookshide Circle, Maitland, FL, recommended the City sent out a <br />new card with correct information to the 6,000 residents that received the green card. <br /> <br />Discussion Rel!ardinl! Annexation Petitions - Added to the Agenda <br /> <br />Commissioner Miller stated that the annexation situation was handled very poorly; it was a bad process <br />and an embarrassment to the City. The City should be focusing on commercial redevelopments that would <br />expand the tax base and not on residential. Commission should adopt a resolution that clarifies that the <br />City will not annex non-residential utility customers and only consider annexation of existing non- <br />residents with their consent. <br />
