<br />City Commission Meeting <br />June 25, 2007 <br />Page 5 <br /> <br />Commissioner Hufford also opined that the annexation situation was handled very poorly; the green <br />card circulated by the City was very aggressive and the Commission needs to apologize for this process <br />and move forward. She stated that the Casselberry Community is changing and citizens need to work <br />together to toward a vital redevelopment and not working against each other. <br /> <br />Commissiouer Solomon stated that the green card sent out by the City may have sounded <br />heavy-handed and could have been worded more clearly but the message was not wrong. The <br />same annexation process used by the City is also practiced by other cities in Seminole County. <br />The Commission should apologize for the way the card was written, but not for the intent of the <br />message. She stated that she supported the City Manager and the City Staff and was very proud <br />of the City of Casselberry. <br /> <br />Vice Mayor/Commissioner Doerner agreed that the process was definitely done very poorly <br />and the City needs to respect the Unincorporated County form of government and apologize to <br />the non-residents that received the green card. Annexations into the City must be on a voluntary <br />basis and the City should not force residents to annex in order to have Casselberry utility service. <br />The City should move forward with a good process that would entice residents to want to be a <br />part of the City. <br /> <br />City Manager Lipscomb apologized for the fashion in which the green card was circulated and <br />for the anguish that it generated during the last two weeks. <br /> <br />By consensus, the Commission directed the City Manager to implement a process to remedy the <br />annexation issue and bring back a future Commission Meeting. <br /> <br />The Vice Mayor calledfor a recess at 9:05 p.m. Pursuant to Resolution 06-1703, the Vice <br />Mayor calledfor a vote to determine whether the Agenda should be modified in light of the <br />time remaining. Commission voted unanimously to continue and the Meeting was reconvened <br />at 9:25p.m. <br /> <br />8. Consent Al!:enda: <br /> <br />The action proposed to be taken is stated for each item on the Consent Agenda. Unless the item is <br />removed from the Consent Agenda by a City Commission member, no discussion on individual items will <br />occur and a single motion will approve all items. The following items were presented for approval. <br /> <br />A. Resolutiou 07-1797 - Interlocal Agreement with Seminole County to provide the 800 MHz <br />Rebanding for improvements to public safety communication <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND <br />AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE CITY OF <br />CASSELBERRY AND SEMINOLE COUNTY FOR COORDINATION OF RESPONSmILITIES <br />RELATING TO REBANDING OF THE 800 MHz PUBLIC SAFETY/EMERGENCY RADIO <br />COMMUNICATIONS SYSTEM; PROVIDING FOR CONFLICTS, SEVERABILITY AND <br />EFFECTIVE DATE." <br />
