All policies and procedures contained in Chapter 62 will <br />remain in effect until the Employee Manual is approved by the City Manager and distributed to all employees. <br /> <br />Staff Recommendation: Ordinance 07-1211 was approved by the City Commission on first reading at the <br />May 14, 2007 meeting. Motion was seconded by Commissioner Jon Miller and carried on a <br />5 - 0 vote. <br /> <br />10. First Readinl! of Ordinances: <br /> <br />A. Ordinance 07-1213 Repealing City Code Chapter 18, Animals and Adopting Chapter 20 of the <br />Seminole County Code Animals and Fowl <br /> <br />The City Clerk read Ordinance 07 -1213 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, REPEALING <br />CHAPTER 18, ANIMALS, OF THE CODE OF ORDINANCES OF THE CITY OF <br />CASSELBERRY, FLORIDA; AND ADOPTING ALL OF CHAPTER 20, ANIMALS <br />AND FOWL OF THE SEMINOLE COUNTY CODE; PROVIDING FOR <br />SEVERABILITY, CODIFICATION, CONFLICTS AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Ordinance 07-1213 repeals Chapter 18, Animals, of the City Code and adopts Chapter 20, <br />Animal and Fowl, of the Seminole County Code. Approval of this ordinance allows for the transfer of <br />Casselberry Animal Control, which is a duplication of service, to Seminole County upon approval of an <br />Interlocal Agreement between the City and Seminole County. Animal Control is a service performed by the <br />County for all cities in Seminole County and the transfer of Casselberry Animal Control services to Seminole <br />County will save the City approximately $165,000 annually in the budget. <br /> <br />Staff Recommendation: Approve Ordinance 07 -1213 on first reading and schedule the second reading and <br />public hearing for June 25, 2007. The Interlocal Agreement with Seminole County for this service will be <br />presented to the Commission after the public hearing. <br /> <br />Public Input: <br /> <br />I) John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, expressed a concern regarding <br />response time by Seminole County. <br /> <br />2) Craig Tull, 420 Ranch Trail, Casselberry, Florida, also expressed concern regarding response time by <br />Seminole County in the event of an animal attack <br />
