Murphy, 280 Wetumpa Court, Casselberrry, Florida, speaking as a property owner, <br />complained about a neighbor parking multiple vehicles in his yard, illegally parking in the public <br />access right-of-way, i.e. sidewalk and the toxic chemical containers strewn around in his yard that is <br />used in his business. <br /> <br />2. Craig Tull, 420 Ranch Trail, Casselberry, Florida, voiced his opposition to Ordinance 06-1194. He <br />stated that the ordinance as recommended was targeted toward a select few and the ordinance did not <br />represent the best interests of the majority of the citizens of Casselberry. <br /> <br />3. Arlin Armour, 2037 Cree Trail, Casselberry, Florida, spoke in favor of the ordinance but offered the <br />following six changes that he believed would improve the ordinance: (1) Page 2, 3-1 0.9(a) Parking of <br />vehicles and equipment and recreational equipment - and recreational equipment should be deleted <br />because this will be a separate ordinance. (2) Page 3, C (3) change to, Vehicles less than 22 feet in <br />length or 8 feet in height with accessories and attachments. (3) Page 3, Section E (2) Trailers parking <br />in City's Right-of-way, section is redundant and should be deleted - the item is covered in Section C. <br />(4) Page 4 E (4) No more than one (1) large vehicle may be parked on a residential lot - this section <br />should be deleted in its entirety. (5) Page 4, Item E (5) delete "unless the vehicle and parking are in <br />accordance with the criteria provided in this Section and make this section C (3) All other large <br />vehicles and equipment shall not be parked in a residential district. (6) Page 4, E (6) All reflective <br />signage shall be covered by one-piece, solid colored magnetic cover - add the phrase "when parked <br />overnight in a residential district. <br /> <br />4. John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, spoke in support of Ordinance 06- <br />1194. He questioned whether lawn maintenance equipment was classified as industrial. <br /> <br />5. Hank Lander, 445 Surrey Run, Casselberry, Florida, stated that it should be clarified that sign <br />screening for vehicles in a residential area is mandatory at all times unless the vehicle is in the area on <br />a service call. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to approve Ordinance 06-1194, <br />Parking in Residential Districts with minor revision as submitted. Motion <br />was seconded by Commissioner Sandra T. Solomon. <br /> <br />The Community Development Director responded to the Citizen's Comments as follows: <br /> <br />· Personal lawn equipment would not be classified as industrial farm equipment and not subject to <br />screening or code enforcement. <br /> <br />· C (3) Vehicles defined as large vehicles due solely to having accessories or attachments that do not <br />exceed the size requirements are still required to be parked in the garage or carport. This has to be <br />spelled out in this section of the Code in order to allow for that activity. <br />
