<br />City Commission Meeting <br />June 11, 2007 <br />Page 10 <br /> <br />Staff Presentation: Ordinance 07 -1214 is submitted for Commission consideration for setting the date of <br />October 9, 2007 as the special referendum election on amendments to the City Charter. This date has been <br />approved by the Seminole County Supervisor of Elections. The approximate cost for a stand alone election <br />will cost approximately $20,000-$25,000. Ordinance 07 -1214 approves the two amendments to be included on <br />the ballot as follows: <br /> <br />· "Should the Charter be amended to place all department heads, subject to the City Manager's <br />supervision, within his/her full appointment, suspension and removal powers?" <br /> <br />· "Should the Charter be amended to change the election date to the same date as the State <br />primary election, and to require that all City Commission candidates, including the <br />Mayor/Commissioner, receive the majority of the votes cast at any general or special <br />election in order to be elected, and to provide for a run-off, as necessary?" <br /> <br />Staff Recommendation: Approve Ordinance 07 -1214 on first reading and bring back for second reading and <br />public hearing on June 25, 2007. <br /> <br />Public Input: None <br /> <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to approve Ordinance 07-1214, <br />Setting the date of October 9, 2007, as the special election date for Charter <br />Amendments. Motion was seconded by Commissioner Jon Miller for <br />discussion. <br /> <br />Commission Discussion: <br /> <br />Mayor Goff, Commissioner Miller and Commissioner Doerner spoke in opposition to the October 9,2007 date <br />because of the cost the taxpayers and the fact that October 9, 2007 followed Columbus Day Holiday and <br />favored conducting the election in conjunction with the Presidential Preference Primary Election, which is <br />scheduled for January 29, 2008. Commissioner Hufford stated that after listening to the discussion, she <br />amended her motion as follows: <br /> <br />AMENDED <br />MOTION: <br /> <br />Moved by Commissioner Colleen S. Hufford to set the date of January 29, <br />2008 as the special election date for Charter Amendments. Motion was seconded <br />by Commissioner Susan Doerner and carried on a 4 - 1 vote.
