Voting Delegate for the Florida League of Cities Annual Conference August 16 - 19, 2007 <br /> <br />By unanimous vote of the Commission, Commissioner Colleen S. Hufford was appointed as the <br />Voting Delegate for the Florida League of Cities Annual Conference on August 16 - 19, 2007. <br /> <br />13. Discussion Items: <br /> <br />A. 2006-2007 Community Development Block Grant Subrecipient Agreement for Senior Center <br />Renovations <br /> <br />The referenced CDBG grant for $150,000 was submitted in March 2006 for improvements to the Senior <br />Center. This grant requires the Senior Center facility to be used exclusively as a senior center for twenty years. <br />The center is currently used approximately 75-80% of the time for senior programming and according to <br />Seminole County staff, that percentage of use could not decrease. The renovations to the facility will cost <br />approximately $250,000 and given the current situation regarding the uncertainties of the Florida Legislature <br />and impending reductions in services and spending, committing to the provision of senior services for such a <br />long time may no longer be worth the CDBG $150,000 award. <br /> <br />In order to maintain the flexibility for future uses ofthe Center, staff recommends the return of the 2006-2007 <br />Seminole/County Grant. If the Commission chooses to return the $150,000 grant, a Resolution will be <br />prepared to accomplish the repeal of the grant. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Sandra T. Solomon to approve the return the $150,000 <br />2006-2007 Community Development Block Grant to Seminole County as <br />presented. Motion was seconded by Commissioner Jon Miller and carried <br />unanimously on a 5 - 0 vote. <br /> <br />B. Recreational Lake Use Options <br /> <br />This discussion is presented as a result of a complaint from Ms. Anne Miller regarding recreational uses of the <br />City's lakes. Ms. Miller identified several problems associated with personal watercraft use such as, traffic, <br />noise and environmental concerns. She offered several ideas for solving the problems, which include the <br />following: <br /> <br />. Curtail the number of personal watercraft on the lake at one time <br />. Exclude the lake for personal watercraft except for homeowners <br />· Require permits to use the lake as a revenue source for the City <br />· Limit the number of days the lake can be used for personal watercraft <br />· Follow Winter Park and Maitland's example of managing lakes <br />. Enforce the current regulations <br /> <br />The Parks Director stated that these would require a commitment of staff and resources not currently available. <br />State Statutes strictly prohibits discrimination against the use of personal watercraft. Also the Commission has <br />to consider the issue of riparian rights of homeowners with lakefront homes; for example the City cannot limit <br />
