<br />CASSELBERRY CITY COMMISSION <br />Minutes of April 23, 2007 - Regular Meeting <br />Page 9 oflt <br /> <br />Commission Discussion: Commissioner Miller and Commissioner Solomon stated they did not have a <br />problem with the staggered seating of Commissioners that would occur under the proposed Charter changes. <br />Commissioner Miller suggested delaying the referendum election until the January 2008 Presidential <br />Preference Primary, which will be the next statewide election if there is not a special election in the fall. <br />Commissioner Miller stated he wanted the two referendum questions to go forward as soon as possible, but <br />delaying the referendum election would save the City the costs incurred from holding a stand alone election. <br />Vice Mayor Doerner, Commissioner Hufford, and Commissioner Solomon stated they felt the proposed <br />question relating to clarifying the City Manager's authority was crucial and should not be delayed until <br />January. Mayor Goff stated the current charter language provides checks and balances of the City Manager. <br />Mayor Goff also stated he thought changing the election date and requiring a majority vote was a mistake <br />that will result in a lower voter turnout and cause confusion. Mayor Goff also voiced opposition to the <br />staggered seating of Commissioners and felt everyone should be seated at the same time. Mayor Goff stated <br />he felt these items could be part of a full charter review process to go forward for the 2008 electiun. Vice <br />Mayor Doerner stated a educational campaign was necessary and could be done at a minimal cost. <br /> <br />MOTION: <br /> <br />Commissioner Solomon moved to proceed with the <br />proposed Charter amendments ordinance as presented <br />for a referendum electiou to be held November 6, 2007, <br />and direct staff to develop an educational campaign. <br />Motion was seconded by Commissioner Hufford. <br />Motion carried 4 - 1 by voice vote (Mayor Goff <br />dissenting). <br /> <br />14. CITY MANAGER'S REPORT <br /> <br />. Advised Progress Energy has been contacted regarding landscape maintenance at their South Winter <br />Park Drive substation, and the Public Works Department will be working with Progress Energy to <br />get that matter resolved. <br /> <br />15. CITY ATTORNEY'S REPORT <br /> <br />. Distributed notice that the petition for a writ of certiorari filed by Seminole Entertainment, Inc. dba <br />Rachel's Gentlemen's Club, was denied by the Supreme Court of the United States. <br /> <br />16. CITY CLERK'S REPORT <br /> <br />Noted she had placed information regarding the Florida League of Cities was accepting nominations <br />for the Florida Municipal Insurance Trust Board through May 11, 2007. Further noted the <br />nominations must be approved by the City Commission. <br />Reported there was a resignation from the Police Officers' & Firefighters' Pension Board of Trustees <br />last week. <br />. Reported the alternate for the Code Enforcement Board recently resigned. Mayor Goff stated the <br />Commission may want to discuss the policy regarding alternates at a future date. <br />
