Motion was seconded by Vice <br />Mayor Doerner. Motion carried unanimously by voice <br />vote 5 - O. <br /> <br />12. OTHER ITEMS <br /> <br />A. APPOINTMENT TO THE SENIOR CENTER ADVISORY BOARD <br /> <br />Staff Presentation: Ms. Thelma McPherson, City Clerk, stated a vacancy has existed on the Senior Center <br />Advisory Board since the annual appointments in January 2007, due to an insufficient number of people <br />applying for the board. There has been continuous recruitment for this vacancy since January. <br /> <br />Budget Impact: This item has no impact on the City budget. <br /> <br />Recommendation: The City Manager and the City Clerk recommended appointment of Mr. Paul A. <br />L'Homme to the Senior Center Advisory Board. <br /> <br />MOTION: <br /> <br />Vice Mayor Doerner moved to appoint Paul L'Homme <br />to the Senior Center Advisory Board, term effective to <br />January 2009. Motion was seconded by Commissioner <br />Hufford. Motion carried unanimously by voice vote 5 - <br />O. <br /> <br />13. DISCUSSION ITEMS <br /> <br />A. PROPOSED CHARTER AMENDMENTS ORDINANCE <br /> <br />Staff Presentation: Ms. Catherine Reischmann, City Attorney, distributed the correct version of the <br />ordinance to the City Commission. At the February 26,2007 City Commission meeting, there was discussion <br />about the effect of the Charter change on the seating of Commissioners. Under the proposed Charter <br />changes, the Commissioners who are unopposed or who win outright at the first election would be seated in <br />late September, and any Commissioners who are subject to a run-off would not be seated until late <br />November. If the Commission desires instead to have all Commissioners seated at the same time, then that <br />would require an additional referendum question to be placed on the ballot. No funds are currently budgeted <br />for public information/educational materials for the referendum election. It is estimated that an amount not <br />to exceed $5,000 would be sufficient. Staff would provide the Commission with a proposed educational <br />campaign and costs at a future date is so directed. <br />
