CASSELBERRY CITY COMMISSION
March 26, 2007 - Regular Meeting
Page 7 of 1S

B.

RESOLUTION 871112 07-1772
ADJUSTMENT

RESIDENTIAL SOLID WASTE

The agenda contained a scrivener's error incorrectly listing this Resolution number as 07-1172. It was
notedfor the record that the correct Resolution number was 07-1772.

The City Clerk read Resolution 07-1772 by title as follows:

"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE
APPROVAL OF A RATE ADmSTMENT FOR RESIDENTIAL SOLID WASTE AND
RECYCLING COLLECTION SERVICES PROVIDED BY REPUBLIC SERVICES, INC.;
PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE."

Staff Presentation: Mr. Ed Torres, Public Works Director, stated Resolution 07-1772 provides for a rate
adjustment of the current solid waste rate to coincide with the increase in the 2007 Consumer Price Index
(CPI) and to reflect associated administrative, billing and roadway repair costs. Republic Services, Inc.
requested the 1.71% in accordance with their December 27,2001 contract with the City, which allows an
increase after the first 12 months of the contract, based on the previous year's consumer price index. A
previous CIP adjustment of 4.44% was approved on March 14, 2005 by the City Commission for increases
occurring from December 2004 to December 2005. This increase was implemented shortly thereafter and
was absorbed by the City's General Fund. Indirect costs such as administrative, billing and associated
roadway repair costs have not been entirely included when calculating residential solid waste costs, and have
been absorbed by the General Fund. Currently, the City's customers are charged $12.80 per month for
curbside pickup. The rate adjustment will increase the charge to $14.94 per month.

Budget Impact: The City will incur the retroactive charges at a rate of$0.15 per customer ($1,200) for a
period of approximately four (4) months for an estimated grand total of $4,800. Funds to cover this rate
adjustment are available in the Solid Waste Other Contractual Services Account (#001-0730-534.34-00).
The adjustment for the remainder of the year will be charged to the City's residential solid waste customers.

Recommendation: The City Manager and the Public Works Director recommended approval of Resolution
07-1772 as presented.

MOTION:

Vice Mayor Doerner moved to approve Resolution 07-
1772 as presented. Motion was seconded by
Commissioner Miller. Motion carried unanimously by
voice vote 5 - O.
