<br />administrative responsibilities of the local government, establishing City policy, enacting <br />growth management plans, serving as the legislative body of the City, serving as the <br />governmental body of the City in a multiplicity of areas, acting as a quasi-judicial <br />adjudicatory body in many ways, establishing the tax policies of the City, and approving <br />budgets and large expenditures; and <br /> <br />WHEREAS, the councilor commission is the legislative body under the council- <br />manager form of government and its members are the community's decision maker and <br />governmental power is centralized in the elected councilor commission focusing on the <br />community's goals, major projects and such long-term considerations as community <br />growth, land use development, capital improvement plans, capital financing and strategic <br />planning; and <br /> <br />WHEREAS, in the council-manager form of government, council members or <br />commissioners are the leaders and policy makers elected to represent various, and often <br />diverse, segments of the community and to concentrate on policy issues that are <br />responsive to citizens' needs and wishes while the city manager is appointed by council <br />or commission to carry out and implement policies and ensure that the entire community <br />is being served and, in that sense, a city manager's responsiveness is tested daily; and <br /> <br />WHEREAS, the general role of the City Manager in the City of Casselberry <br />under the council-manager form of government includes managing day-to-day <br />administrative affairs of the City, enforcing the City's laws and ordinances, appointing <br />and removing City employees in accordance with the policies and procedures of the City, <br />preparing an annual budget for action by the Mayor and City Commission, and making <br />recommendation to the City Commission on a wide array of matters potentially affecting <br />the general welfare of the City; and <br /> <br />WHEREAS, the city manager in the council-manager form of government is <br />hired to serve the councilor commission and the community and to bring to the local <br />government the benefits of training and experience in administering local government <br />projects and programs on behalf of the governing body and its citizens and the city <br />manager prepares a budget for the council's or commission's consideration; recruits, <br />hires and supervises the local government's staff; serves as the council's or commission's <br />chief adviser on financial and numerous other policy matters; and carries out the <br />council's or commission's policies with all council members or commissioners and <br />citizens being able to depend upon the city manager to provide complete and objective <br />information, pros and cons of alternatives, options for action and an analysis of potential <br />long-term consequences, thereby making policy setting more cogent, comprehensive and <br />founded upon facts and expert policy analysis; and <br /> <br />WHEREAS, the council-manager form of local government is the form of local <br />government which establishes a representative system where power is concentrated in the <br />elected councilor commission and where the council or commission hires a <br />professionally trained manager to oversee the smooth and effective delivery of public <br />services; and <br />
