<br />WHEREAS, local governments have found that overall governmental costs <br />actually have been reduced in cities with competent city management, the savings to the <br />taxpaying public coming in the form of reduced operating costs, increased efficiency and <br />productivity, improved revenue collection, and the effective use oftechnology; and <br /> <br />WHEREAS, successful examples of citizen participation in the local government <br />service delivery and the decision-making processes are widespread among professionally <br />managed communities in the United States because political power is concentrated in the <br />entire governing body rather than one elected official and, therefore, more citizens have <br />an opportunity to be elected or appointed to a position in which they have significant <br />influence over the future of their community; and <br /> <br />WHEREAS, the Mayor and the City Commission hereby find and determine that <br />the City of Casselberry should fully support the Commission-Manager (council-manager) <br />form of local government in implementing the City's home rule powers as vested in <br />Florida cities in accordance with the provision of Article VIII, Section 2 of the <br />Constitution of the State of Florida and Chapter 166, Florida Statutes. (the "Municipal <br />Home Rule Power Act"), and <br /> <br />WHEREAS, the Mayor and the City Commission hereby find and determine that <br />it is critical for the Mayor and City Commission of the City of Casselberry to express <br />public confidence in the Commission-Manager (council-manager) form of local <br />government and to diligently seek the most competent City Manager for the City of <br />Casselberry. <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION <br />OF THE CITY OF CASSELBERRY, FLORIDA AS FOLLOWS: <br /> <br />SECTION 1. Lelrlslative Intent and Findines. <br /> <br />The intent and findings set forth in the above recitals (whereas clauses) are hereby <br />adopted as the legislative intent and findings relative to the provisions of this Resolution. <br /> <br />SECTION 2. SUDDort of Comrnission-Manaeer Form of City Government. <br /> <br />The Mayor and the City Commission of the City of Casselberry hereby express its <br />firm support for the Commission-Manager form of local government within the City of <br />Casselberry. <br /> <br />SECTION 3. SUDDort Charter Referendum to Clarifv Anv Ambieuities in <br />Comrnission-Manaeer Local Government That Mav Exist. <br /> <br />a) The Mayor and City Commission of the City of Casselberry hereby express its <br />intent to call for and support a Charter referendum to clarity any language currently <br />
