<br />RESOLUTION 06-1723 r-f <br /> <br />A RESOLUTION OF THE MAYOR AND CITY <br />COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, AFFIRMING ITS COMMITMENT TO <br />THE COMMISSION-MANAGER (COUNCIL-MANAGER) <br />FORM OF MUNICIPAL GOVERNMENT; PROVIDING <br />FOR LEGISLATIVE. INTENT AND FINDINGS; <br />PROVIDING FOR CONFLICTS; PROVIDING FOR <br />SEVERABILITY AND PROVIDING AN EFFECTIVE <br />DATE. <br /> <br />WHEREAS, the Mayor and City Commission of the City of Casselberry has the <br />continuing and overriding responsibility to take all necessary steps and actions to ensure <br />that sound principles and practices of local government management are used and applied <br />in the City of Casselberry for the benefit of the citizens ofthe City of Casselberry; and <br /> <br />WHEREAS, born out of the tum-of-the-century progressive reform movement, <br />the council-manager system of local government is one of the few original American <br />contributions to political theory and, in 1908, the city of Staunton, Virginia, instituted the <br />first position legally defining, by ordinance, the broad authority and responsibility <br />associated with today's professional local government manager and the city of Sumter, <br />South Carolina, was the first city to adopt a charter incorporating the basic principles of <br />council-manager government; and <br /> <br />WHEREAS, nearly 3,500 clttes within the United States operate under the <br />council-manager plan of local government which is the most used, most successful and <br />popular form of government in cities with a population over 5,000 with over 92,000,000 <br />Americans living in local governments having that form of government; and <br /> <br />WHEREAS, 63% of the cities within the United States with populations of <br />25,000 or more, 57% of the cities within the United States with populations of 10,000 or <br />more, and 53% of the cities within the United States with populations of 5,000 or more <br />operate under the council-manager plan ofIocal government; and <br /> <br />WHEREAS, some of the strengths of the council-manager form of municipal <br />government, as opposed to a strong mayor form of government, include the fact that all <br />council members or commissioners have equal rights, obligations and opportunities; the <br />legislative and policy setting powers of cities are assigned to the councilor commission <br />as a whole; and the position of city manager must be responsive in providing day-to-day <br />public services to the councilor commission and the citizens of jurisdiction; and <br /> <br />WHEREAS, the general role of the Mayor and the City Commission in the City <br />of Casselberry under the council-manager form of government includes appointing a City <br />Manager who has demonstrated administrative ability and who will carry out the <br />
