<br />CASSELBERRY CITY COMMISSION <br />Minutes of June 5, 2000 - Regular Meeting <br />Page 3 of 17 <br /> <br />The City Clerk read Ordinance 00-987 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE <br />CITY OF CASSELBERRY COMPREHENSIVE PLAN, BY AMENDING THE OFFICIAL <br />FUTURE LAND USE MAP ESTABLISHING THE FUTURE LAND USE DESIGNATION <br />OF OFFICE RESIDENTIAL (OR) FOR THAT PARCEL DESCRIBED IN SECTION I OF <br />THIS ORDINANCE; PROVIDING FOR CODIFICATION, CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br /> <br />The Notice of Public Hearing relative to Ordinance 00-987 was published in the Orlando Sentinel on Sunday, <br />May 21, 2000. Ordinance 00-987 was passed on first reading on May 1, 2000. <br /> <br />Mr. Wells stated the applicant has requested a Future Land Use Map designation change from Low Density <br />Residential (LDR) to Office Residential (OR), for an existing house at 661 Seminola Boulevard and an <br />adjacent vacant parcel with a proposed use ofa doctor's office and parking lot. Mr. Wells noted the Seminola <br />Boulevard Study recommended higher intensify uses for the subject site. The Planning & Zoning <br />Commission/Land Planning Agency recommended approval of the change at its April 12, 2000 meeting. <br />Staff recommended approval of Ordinance 00-987 on second reading. <br /> <br />Mayor Pronovost asked if there was anyone in the audience that wished to speak either for or against <br />Ordinance 00-987. The following individuals came forward: <br /> <br />I) Ron McNurlan, 361 Diane Court, spoke in opposition to Ordinance 00-987. Mr. <br />McNurlan reiterated his concerns regarding impacts on the surrounding residential <br />neighborhoods and possible flooding problems from the parking lot improvements to the <br />property. <br /> <br />2) Sherri Fragamenti, 4225 Stonewall Drive (undisclosed City), spoke in favor of Ordinance <br />00-987, noting that Mr. McNurlan's concerns would be addressed during the site plan <br />revIew process. <br /> <br />No one else came forward. Mayor Pronovost closed the public hearing. <br /> <br />MOTION: <br /> <br />Commissioner Henson moved to approve and adopt <br />Ordinance 00-987 on second and final reading. Motion <br />was seconded by Vice Mayor Clark. Motion carried <br />unanimously by roll call vote. <br /> <br />Roll Call Vote of the City Commission: <br /> <br />Commissioner Sheppard - Yes; Commissioner Henson - Yes; Commissioner Hart - Yes; Vice Mayor <br />Clark - Yes; Mayor Pronovost - Yes.
