" <br /> <br />This notice was published in the Sanford Herald on Sunday, May 12, 1991. <br /> <br />MOTION: Mr. Henson moved, Mrs. Miller seconded, and <br />motion carried unanimously to read Ordinance <br />700 by title only. <br /> <br />The Acting City Clerk read Ordinance 700 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING CHAPTER 97 OF THE CODE OF ORDINANCES OF THE CITY <br />OF CASSELBERRY, FLORIDA, TO REGULATE THE USE OF PERSONAL <br />; PROVIDING DEFINITION OF TERM "PERSONAL WATERCRAFT"; <br />PROVIDING REGISTRATION OF PERSONAL PROVIDING <br />REGULATIONS FOR USE OF PERSONAL; PROVIDING PENALTY FOR <br />VIOLATION OF REGULATIONS; PROVIDING FOR CODIFICATION, <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br /> <br />The Chairman asked if there was anyone in the audience that wished to speak either for or <br />against Ordinance 700. The following individuals came forward: <br /> <br />1) Mary Kay Adessa, 181 Northeast Triplet Lake Drive, spoke in favor of <br />Ordinance 700, however she addressed a concern regarding the placement of <br />buoys in North Lake Triplet for racing and maneuvering purposes. She also <br />suggested that when an individual registers their personal watercraft, they should <br />be given a copy of Ordinance 700. <br /> <br />2) John Casselberry, 1140 Lancelot Way, suggested modifying Ordinance 700 <br />to state that the City adopts all the State regulations for safe boat handling. <br /> <br />The City Attorney suggested the following amendment to Section 97.21, line 4, "City, shall be <br />required to annually register..." He also stated he would modify Section 97.28, paragraph 4, <br />to include flotation devices. Mr. McIntosh indicated that Mr. Casselberry's modification to <br />include State regulations was not necessary since the City already has existing legislation in that <br />regard. <br /> <br />Police Chief Gatch suggested that the Community Development Department be responsible for <br />registration rather than the City Clerk. The Commission and the Mayor concurred. <br />
