FERN PARK UTILITIES LMPROVEMENTS PROJECT Implementation Plan Design and construct centralized potable x~ ater and sanilary sewer lines (or exlensions of existing systems/in areas along US 17-92 where these facilities do not presently exist {see maps). It is anticipated that the installation construction of the improx ements can be accomplished through the State Urban Reconstruct Project. Players: Seminole Count>'. City ofAhamome Sphngs. CDBG Proposed Financin~ Plan: Municipal Utility lands - respective utility to provide 1/3 of total cost of construction CDBG funds -provides 1/3 of total cost of construction CRA funds - provides l ;3 of total cost of construction Kev Events: · Imerlocal agreement - multi-party interlocal agreement will need to be executed between the cities, the County and the US 17-92 CRA to formalize corranitmems of each entity, confirm funding and schedule, and to address any utility sen'ice issues tha~ need to be resolved · CDBG funding - an application for funding a portion of the improvements is targeted for the FY04/05 CDBG grant allocation · CRA funding - project funding (CP,_~ share) will need to be adopted into the FY04/05 CRA budget · Utility funding - project funding (municipal utility portion) will need to be included in the FY04/05 budget and confirmed within the Capital Improvements Element of each murdcipality · Fern Park Development Framework Study - will provide the conceptual./preliminary design of the improvements funded by the US 17-92 CRA · State Urban Reconstruct Project - convert the existing rural section between the Orange/Seminole County line and Lake of the Woods Blvd. into an urban roadway section/curb and gutter. The design phase is scheduled to begin in early 2004 and provides an opportunity for the inclusion of these utility improvements within the overall scope of the FDOT roadway project. Schedule: · Jan-March 2004 - preparation and consideration of multi party interlocal a~eement · March/April 2004 - completion of conceptual/preliminary utility designs as part of the Fern Park Development Framework Study · April 2004 - incorporation of conceptual/preliminary utility designs into the design phase of the State Urban Reconstruct Project · October 2004 - approve project funding within each entity's respective annual capital budget including CDBG and CRA approvals · 2005 - Construction of utility improvements as part of State Urban Reconstruct Project
