Vulnerability Assessment Score", "Estimated Value of Structures at Risk, by Hazard",
"Estimated Population at Risk, by Hazard".

No new critical facilities were added to those 71 already assessed previously. All
facilities are found in reports, "Critical Facilities Identified", "Detailed Report on Facility
Vulnerability Assessments", and "Facility Vulnerability Scores". In addition, one facility
was rated for vulnerability to terrorism. (See "Terrorist Vulnerability Assessments", and
"Terrorism Vulnerability Assessment Ratings".)

With these completed assessments and those done in past years as a starting point, the
city can continue to identify and assess additional critical facilities, and potential terrorist
targets during the next planning period, as well as to complete assessments of those
neighborhoods already identified. (See report "Percent of Neighborhoods and Facilities
Assessed by Jurisdiction".) Also, those already assessed can be further considered in
light of the hazards they are most vulnerable to, and mitigation initiatives developed
where appropriate to address those hazards.

Mitiqation Policies and Plans

The City of Casselberry has adopted a Comprehensive Land Use Plan, Land
Use/Zoning Code, Fire or Life Safety Code, and the Florida Building Code. (See report
"Current Hazard Mitigation Codes".)

An additional new 13 policies were identified and included in the plan addressing areas
of weather emergency, open burning, utility emergencies, special flood hazard areas,
fire emergencies, property as emergency shelter, police emergencies, suspension of
local building regulations during a declared state of emergency, sinkhole emergencies,
and hazardous materials emergencies.

While there is a wide range of policies covering several kinds of hazards, there were
none identified that addressed hail or loss of sewer service in particular. (See report
"Mitigation-Related Policies and Programs.") Efforts will be continued and expanded to
identify any policies or plans that relate to the other high-ranking hazards and document
them, or if there are none, consider where shortfalls may be addressed through
initiatives.

The city is a participant in the NFIP Program. (See report "Status of Participation in
National Flood Insurance Program".) The areas of special flood hazard identified by the
Federal Emergency Management Agency in its flood hazard boundary study dated July
2, 1980, with accompanying maps and other supporting data, and any revisions are
adopted by reference and declared to be a part of the Chapter 46 Floods in the city's
municipal code. The current status of the Flood Mapping project is that the Letter of Map
Change is effective Oct. 10, 2003.

Status of Previous Initiatives

The implementation of the mitigation initiatives proposed as a result of the Task Force's
planning process is an important measure of the progress in implementation of the
Seminole County Local Hazard Mitigation Plan. A report of the five mitigation initiatives
that have been included in the plan and have been completed or fully implemented at
the time of this printing, is provided in the report "Completed/Implemented Mitigation
