has an existing pond just north of the driveway to be realigned. If necessary, this pond <br />could be modified to accommodate additional runoff. <br /> <br />Utility coordination will be applicable particularly with respect to the placement of the <br />signal poles and any drainage structures. Coordination with the Florida Department of <br />Transportation will be required for changes to the current connections to US 17/92. The <br />Phase II fee is (not to exceed) $110,146.16. Phase II will not be authorized unless a <br />signal is warranted from the Phase I effort. <br /> <br />2.01 General Scope of Services <br /> <br />The anticipated work effort for each phase is as follows: <br /> <br />Phase I Work Effort - Signal Warrant Study <br /> <br />· 24-hour approach counts <br />· 8-hour turning movement counts <br />· Review of existing conditions <br />· Collision Summary <br />· Collision Diagram <br />· Qualitative Assessment <br /> <br />· Line of Sight Analysis <br />· Stop-Delay Studies <br />· Warrant Analysis <br />· Recommendations <br />· Benefit/Cost Analysis <br />· Conceptual Improvement Sketch <br /> <br />Preliminary field review of the intersection, conversations with FDOT, and review of the <br />previous study performed at this intersection indicate that the potential for this <br />intersection (under existing conditions) meeting the warrants for signalization is Iow. <br />However, the previous study only evaluated Plumosa Avenue and did not consider the <br />potential re-alignment with the Home Depot driveway. In addition to the 8 hour turning <br />movement counts at the intersection, TEl will also perform turning movement counts at <br />Button Road. This will allow for an accurate measurement of the current travel patterns <br />so traffic volumes can be estimated, as a re-aligned intersection. <br /> <br />Also included in the fee proposal is a future analysis of the intersection. TEl will review <br />historical traffic growth in the area and any studies that are available to determine the <br />most appropriate growth factor to apply to this intersection. This growth factor will be <br />applied to existing traffic volumes and a future signal warrant analysis will be performed. <br />The estimated level of effort is shown in Table 1, attached. <br /> <br />Ph,ase II Work Effort - Construction Documents and Permittinq <br /> <br />Preparation of the construction documents will require work effort from TEl and several <br />subconsuJtants providing survey, environmental, geotechnical and structural design <br />services.
