At 8:35 p.m.
Pastor Akers accepted the Mayor's proclamation celebrating the 60th anniversary of Community United
Methodist Church. Pastor Akers thanked the City Commission for their support over the years.

8. CITIZENS' COMMENTS

Mayor Goff announced that persons who wish to make comment or make inquiry on any matter not on the
agenda, may request to be recognized during Citizens' Comments. The following individuals came forward:

1) Craig Tull, 420 Ranch Trail, voiced concerns regarding a written response he had recently
received from staff that the City has not conducted any research or impact studies on the
affect of the proposed parking ordinances.

9. CONSENT AGENDA

A. RESOLUTION 06-1696 EMPLOYEE CLASSIFICATION AND
COMPENSATION APPEALS REPORT FROM MGT OF AMERICA. INC.

"A RESOLUTION OF THE CITY OF CASSELBERRY TO ACCEPT THE EMPLOYEES
APPEALS REPORT DATED JULY 2006 AND THE REPORT ON CLASSIFICATION
AND COMPENSATION APPEALS BY DEPARTMENT DIRECTORS DATED
SEPTEMBER 2006 FROM MGT OF AMERICA, INC.; PROVIDING FOR CONFLICTS,
SEVERABILITY AND EFFECTIVE DATE."

Budget Impact: The positions recommended revert back to non-exempt - that is, the positions that will
continue to earn overtime. They are included in this fiscal year's budget as eligible overtime and are also
included as eligible in next fiscal year's budget. There will be some minor savings from the seven (7)
positions ineligible for overtime. The approximate additional cost is $12,671.37. This amount represents
the cost of increases to two (2) positions appealed including benefits, as well as the adjustment for the
Deputy City Clerk. One employee's appeal was granted and the "time in the position" date was adjusted,
resulting in a recommended raise in salary to the market point of the pay grade. The other position's pay
grade was raised and is recommended at the market point.
