Main Motion carried 4 - 1 (Mayor Goff dissenting) by voice vote. B. RESOLUTION 06-1716 - FOURTH OUARTER BUDGET AMENDMENTS The City Clerk read Resolution 06-1716 by title as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE ANNUAL OPERATING BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR BEGINNING OCTOBER 1,2005 AND ENDING SEPTEMBER 30, 2006; PROVIDING FOR AN EFFECTIVE DATE." Staff Presentation: Jeffrey Dreier, Finance Director, stated Resolution 06-1716, pursuant to procedures established by Resolution 650, provides for the fourth and final quarterly budget amendment to the Fiscal Year 2005-2006 Approved Budget. Budget Impact: The use of General Fund Contingency Reserve to cover over expenditures in the Legal Expense Division in the amount of$18,000. Additional funds were also received from a grant to purchase the Fire Department's Autopulse Resuscitation Devices which produced an excess of needed funds. The unused funds were put back into Contingency Reserve. Recommendation: The Interim City Manager and the Finance Director recommended approval of Resolution 06-1716 as presented. MOTION: Commissioner Doerner moved to Resolution 06-1716 as presented. Motion was seconded by Commissioner Hufford. Motion carried unanimously 5 - 0 by voice vote. C. RESOLUTION 06-1717 - PARKS ADMINISTRATIVE RULES - INITIATING THE IMPLEMENTATION OF A COMPREHENSIVE POLICIES MANUAL The City Clerk read Resolution 06-1717 by title only as follows: "A RESOLUTION OF THE CITY OF CASSELBERRY ESTABLISHING POLICIES AND PROCEDURES FOR THE OPERATION OF PARKS WITHIN THE CITY LIMITS OF CASSELBERRY, PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE."
