Motion was seconded by Commissioner <br />Cook. Motion carried 3 - 2 (Commissioner Doerner <br />and Commissioner Hufford dissenting) by voice vote. <br /> <br />11. FIRST READING OF ORDINANCES <br /> <br />No items were presented. <br /> <br />12. RESOLUTIONS <br /> <br />A. RESOLUTION 06-1714 - POLICY AND PROCEDURES FOR THE SALE OF <br />REAL PROPERTY <br /> <br />The City Clerk read Resolution 06-1714 by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING POLICY <br />AND PROCEDURES FOR THE SALE OF SURPLUS REAL PROPERTY; PROVIDING <br />FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Eugene Miller, Interim City Manager stated Resolution 06-1714 provides forprocedures <br />for the sale of real property and to insure public confidence in the process by which surplus real property is <br />sold. Adoption of Resolution 06-1714 will provide staff clear direction on how to proceed once the City <br />Commission has declared a parcel of real property surplus. <br /> <br />Budget Impact: There is no impact to the City's budget. <br /> <br />Recommendation: The Interim City Manager and Finance Director recommended approval of Resolution <br />06-1714 as presented. <br /> <br />Audience Participation: The following individual requested an opportunity to address Resolution 06-1714: <br /> <br />1) John Casselberry, 700 South Lost Lake Lane, inquired if there were any state laws that <br />
