Motion <br />was seconded by Commissioner Colleen S. Hufford and carried on a 5 - 0 vote. <br /> <br />H. Resolution 06-1731 - Ratification of Coastal Florida Police Benevolent Association Labor <br />Agreement - 3 Year Extension <br /> <br />The City Clerk read Resolution 06-173 I by title as follows: <br /> <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, RATIFYING <br />AND AUTHORIZING THE EXECUTION OF A LABOR AGREEMENT BETWEEN <br />THE CITY OF CASSELBERRY AND THE COASTAL FLORIDA POLICE <br />BENEVOLENT ASSOCIATION (POLICE OFFICERS AND SERGEANTS); <br />PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE." <br /> <br />Staff Presentation: Resolution 06-173 I approves the execution of a three-year labor agreement between <br />the City of Casselberry and Coastal Florida Police Benevolent Association, Police Officers and Sergeants <br />(PBA). The three-year agreement increased special pays for the unit, changed annual adjustment to pay for <br />performance and adjusted various procedures to ease management of the contract requirements. The PBA <br />voted to approve the contract. <br /> <br />Staff Recommendation: Approve Resolution 06-1731 as presented. <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hart to approve Resolution 06-1731, <br />Ratification of PBA Three- Year Labor Contract, as presented. Special Invoice and Minor Contract Report <br />-Brown, Garganese, Weiss & D' Argesta, P.A. - City Attorney Services, September2006 _ $1 0,731.85 <br /> <br />MOTION: <br /> <br />Moved by Commissioner Linda Hart to approve the Special Invoice and Minor <br />Contract Report, as presented (City Attorney Invoice $1 0,731.85). Motion was <br />seconded by Commissioner Colleen S. Hufford and carried on a 5 - 0 vote. <br /> <br />B Request for Reduction of Code Enforcement Lien - 950 Winter Park Drive (Dorchester Group) <br /> <br />Staff Presentation: Ms. Jimette Cook, Code Enforcement Officer, presented a request from the Dorchester <br />Group for the reduction of a Code Enforcement Lien for property at 950 Winter Park Drive for a reduction <br />of the recorded lien from $23,600 to $11,800. The code violations for the property revolved around the <br />removal/replacementoftrees without perm its. After numerous hearings conducted by the Code Enforcement <br />Board, property remained in non-compliance and the $200 daily fine accrued to $23,600. At the hearing of <br />September 14,2006, the Code Board recommended the fine be reduced by fifty percent to $11,800. citing <br />mitigating circumstances due to contractor problems as the reason for recommending reduction of the lien. <br />
